Minutes <br />Planning Commissioi <br />August 14, 1985 <br />the condition of approval requires the use to comply with the <br />City noise standards. <br />Chairman Wilson asked if coming and going would be considered two <br />flights for noise study purposes. Mr. Swift stated that this is <br />correct. <br />The public hearing was opened. <br />Frank Marcotte, Marin County, consultant for the developer, <br />indicated he would be happy to answer any questions the <br />Commission would have. <br />Commissioner Michelotti asked Mr. Marcotte to comment on the <br />proposed hours of operation 7:OOam to 10:00pm. Mr. Marcotte <br />stated that they have no problem with the 10:00pm limit but would <br />like to operate at 6:OOam as this would be compatible with <br />connecting flights out of San Francisco airport. <br />Commissioner Innes asked Mr. Marcotte if they agree that there <br />will be no scheduled passenger operations operated out of the <br />heliport unless application has been made and approved for <br />another use permit. Mr. Marcotte indicated they are aware <br />another permit would have to be granted. Commissioner Innes then <br />asked of cargo flights have been scheduled. Mr. Marcotte stated <br />that they have been planned but not scheduled at this time. <br />Commissioner Innes then asked what kind of cargo service was <br />planned. Mr. Marcotte indicated that Prudential hasn't asked for <br />scheduled cargo service. <br />Roger Gage, Prudential Insurance Company, stated they have no <br />problem in coming back and requesting a separate use permit for <br />cargo and general public passenger service at a later date. The <br />object of this facility is to clean up daily overhead helicopter <br />service. The service will benefit emergency access to the City. <br />Commissioner Michelotti asked when the applicants would come in <br />for a conditional use permit for public service. Mr. Gage <br />indicated that they do not know at the current time, but it could <br />be in three months or so. <br />Commissioner Innes felt that if a deal was made with Federal <br />Express or another freight carrier there would be traffic impacts <br />in the area; thus, the reasons for his questions. Mr. Gage <br />stated that the basic use would be corporate users out of North <br />Pleasanton or emergency access at the present time. <br />The public hearing was closed. <br />A motion was made by Commissioner Wellman, seconded by <br />Commissioner Hoyt that a mitigated negative declaration be <br />adopted for Cases Z-85-176 and UP-85-19 as conditions imposed in <br />project approval would reduce any potentially significant adverse <br />environmental effects to an insignificant level. <br />ROLL CALL VOTE <br />- 3 - <br />
