Minutes of the Continued Planning Commission Meetinq of 8/27/86 <br />Held on 9/3/86 <br />3 - Mozart <br />Mr. Lee stated that the staff would like to hold this property at <br />High Density as shown in the Community Facilities Alternative. <br />Commissioner Innes felt the staff report did not reflect what <br />impact the change to allow Very High Density would be. Mr. Lee <br />stated this was addressed in the EIR. It was determined that <br />High Density Residential on 25-30 acre would have less impact <br />than commercial/office development. <br />Ilene Weinreb, Bay Area Council, supported High Density <br />Residential housing for the property. <br />Marjorie Lebar, PARC, supported High Density housing in areas <br />where people work. <br />Commissioner Hoyt stated the Residential Review Committee wanted <br />this area High Density Residential and Commissioner Hoyt supports <br />this. <br />Vote: High Density Residential 5-0 <br />Parcel 4 - TMI <br />Mr. Lee presented staff's recommendation. <br />Commissioner Innes stated that the CFA calls for a larger <br />neighborhood park, and under the current description the owner <br />could have 9 units per acre, with internal density transfers <br />allowing a housing product at a density 150 greater than 9 units <br />per acre. Mr. Lee confirmed this. Density under other <br />designations was then discussed. <br />Commissioner Innes stated that because of 'truth in advertising' <br />he could not support any of the three proposed designations. He <br />suggested leaving the entire thing Low Density Residential and <br />allow a transfer of 2-2-1/2 per acre maximum. Commissioner <br />Michelotti pointed out that this property is designated for a <br />specific plan. <br />Daniel J. Curtin, Attorney at law, McCutcheon, Doyle, Brown and <br />Emerson, 1855 Olympic Blvd., 3rd Floor, Walnut Creek, represented <br />TMI. He stated the development team was present to answer any <br />questions the Commission may pose. They are pleased with the <br />staff recommendation and agree with the action taken last week <br />regarding policies. They also basically agree with staff as to <br />the larger parcel with a difference in the 32 acre portion and <br />the need of an interchange and designation of the remainder as <br />parks. They desire to have 32 acres High Density Residential as <br />recommended by the Residential Review Committee. <br />Commissioner Wellman asked Mr. Curtin if he had any arguments <br />other than traffic studies regarding the property to be set aside <br />for freeway ramps as discussed by staff. Mr. Curtin stated the <br />ramp is not needed and the property is better for High Density <br />- 9 - <br />_. 7 <br />
