Minutes of the Continued Planning Commission Meeting of 8/27/86 <br />Held on 9/3/86 <br />Vote: CFA 5-0 <br />Parcels 10 and 11 - CPP and Prudential <br />since the General Plan was proposed, these parcels have been <br />changed to HDR. No action taken. <br />Parcel 12 - Ponderosa <br />No action required nor taken. <br />Parcel 14 - Rose Avenue <br />Commissioner Michelotti stated at the time of the joint meeting, <br />it wasn't fully explained as to why the Residential Review <br />Committee wanted the property designated Low Density Residential. <br />Mr. Hoyt stated they didn't realize the requirement of another <br />access to the area was proposed. <br />Harvey Levine, 4637 Chabot Road, previous member of the <br />Residential Review Committee, said he agrees with Commissioner <br />Hoyt but it was also desirable to have an area of the City remain <br />"horsey" in concept. It is in close proximity to the race track <br />area of the fairgrounds. Stables are nearby. <br />Ray Thompson, 177 Rose Avenue, (one of five property owners on <br />Rose Avenue representing the 39 acre site) - Mr. Thompson <br />reviewed the existing use of the site including low cost housing, <br />trailer park, commercial and several small businesses spread <br />throughout the acreage. They feel the property should be <br />maintained in a manner which currently exists. Medium Density <br />Residential would be completely out of character for the area <br />because the type of housing in the area would probably go for <br />$250-225,000. The property in the area is surrounding by Nolan <br />Farms, a corporation yard., Can Am Plumbing, etc. Should Rose <br />Avenue go to Valley Avenue, the High Density Development would <br />have access to the major thoroughfares including I-680. Mr. <br />Thompson confirmed that he represented three of the property <br />owners, and they desire to have the land designated High Density <br />Residential. It is impractical to maintain the area for horse <br />boarding because since Valley Avenue has been extended to Bernal <br />and other development has happened, there is no access for <br />horsemen to use to get to the areas where horse riding is <br />possible. Business has diminished in this regard. <br />Ilene Weinreb, Bay Area Council, supported High Density <br />Residential development for the 37 acres discussed. <br />Ernie Jones, 1725 Rose Avenue, said he would prefer his property <br />be redesignated for Commercial use, but supports High Density <br />Residential. <br />Chairman Lindsey discussed High Density Residential with <br />Mr. Swift who indicated this being an alternative discussed in <br />the EIR. <br /> - 11 - <br /> <br />
