Minutes of the Continued Planning Commission Meetinq of 8/27/86
Held on 9/3/86
Residential development. Commissioner Wellman asked if
Mr. Curtin had read what staff had said regarding Caltrans
comments on safety. Mr. Curtin acknowledged that he has read
them.
Commissioner Berger asked to be shown the Alviso Adobe on the
map. Mr. Curtin pointed this out.
Don Rolph, Land Planner, representing TMI, asked the purpose of a
park on the 32 acre site (which is actually 22 acres). There is
no need of parks in this area. Even if the interchange is put
in, it will only take six-eight acres. For the rest of the area
to be parks is inappropriate. If a park is needed, it should be
a neighborhood-type park.
Commissioner Michelotti asked if a park was being proposed or was
the property just being set aside for public use. Mr. Lee said
that it would be hard to say inasmuch as there is no dimensions
or plans available at this time. Further the land would serve as
a buffer to the off-ramp.
Ilene Weinreb, Bay Area Council, felt that noise barriers could
be used to mitigate concerns relating high noise levels in an
effort to promote housing. A park is not ideal next to a freeway
in her opinion.
Chairman Lindsey supported CFA and felt the 32 acres next to the
freeway should be for public use such as a park inasmuch as it is
next to a freeway interchange. Commissioner Innes said this area
can go two-three homes per acre, but did not feel eight-nine was
appropriate. Commissioner Michelotti stated perhaps with regard
to the small piece of property, it should be looked at for High
Density at the time there is a specific plan and freeway.
Vote: Low Density Residential for the entire parcel, minus the
acreage for the adobe park, with the interchange as
proposed by Caltrans. The property shall have a
specific plan. 5-0
Parcel 5, 7, and 8 - San Francisco Water Department
Mr. Lee presented the staff report recommending the property be
designated as CFA.
Martin Inderbitzen, 62 West Neal, represented SFWD. He
congratulated staff on the preparation of the General Plan. They
supported either alternative presented.
Ilene Weinreb, Bay Area Council, supported Medium or High Density
Residential for the property.
Commissioner Innes said he could support CFA until a specific
plan was presented. He would like to see a golf course on the
property. Chairman Lindsey indicated he agrees with Commissioner
Innes and Mr. Inderbitzen.
- 10 -
