Minutes <br />August 27, 1986 <br />(as amended 9/3/86) <br />Planning Commission <br />as Table II-5 showing LOS "E" and "F" at some intersections is <br />totally unacceptable to her. <br />Commissioner Inner then asked if there was nothing that could be <br />done on First Street. Mr. Lee stated that the abandoned Southern <br />Pacific right-of-way could perhaps be used but staff does not <br />recommend it because it would preclude other options including <br />light rail, parking and other uses to be evaluated in the <br />Downtown Specific Plan. <br />Commissioner Inner commented that if the Plan is accepted, the <br />City is accepting LOS "F" on some of the streets. The only <br />alternative would be to reduce the car trips. Mr. Lee indicated <br />that the General Plan assumes the gravel trucks will not be on <br />the road at buildout. <br />Commissioner Inner discussed Item III-39, Existing Bicycle <br />Network. Mr. Lee indicated there is a revised map at the end of <br />the staff report. <br />Commissioner Inner asked if it is proposed to build bike lanes on <br />Foothill Road. Mr. Lee referred to Page 12, Item 4 and stated <br />"define specified bike path" could be added. The idea is to <br />reserve right-of-way to accommodate bicycle paths. <br />Commissioner Michelotti asked staff to address the comments made <br />about the Del Valle Parkway extension. Mr. Lee stated that staff <br />supports the original recommendations -- 4 to two lanes as shown <br />on the circulation plan. Regarding Sunol to 6 lanes, staff feels <br />this is a major gateway to town from I-680 and, therefore, <br />necessary. <br />HOUSING ELEMENT <br />The Planning Commission supported staff's recommendation. <br />PUBLIC SAFETY ELEMENT <br />The Planning Commission supported staff's recommendation. <br />PUBLIC FACILITIES ELEMENT <br />Commissioner Inner asked staff to address water as addressed by <br />Mrs. Tracy earlier in the evening. Mr. Lee indicated that in <br />developing a General Plan it makes planning sense to look beyond <br />five years. Commissioner Inner how the City can monitor the <br />water capacity. Mr. Lee stated Zone 7 supplies the figures used. <br />Mr. Swift stated that City also has figures on how much water is <br />used. <br />Commissioner Inner discussed sewage capacity with Mr. Swift. <br />Mr. Swift reported on the amounts currently set aside for the <br />business parks. Discussion then ensued as to the necessity of <br />extending sewage mains southerly on Foothill Road given the <br />amount of units anticipated to be built in the future.
