Minutes <br />August 27, 1986 <br />(as amended 9/3/86) <br />Planning Commission <br />General Plan tries to capture development credit by people who <br />contributed to the assessment districts in the new category Rural <br />Density Residential. <br />Harvey Levine, 4637 Chabot Drive, thanked staff for including <br />much of the work done by the Residential Review Committee (of <br />which he was a member) in the proposed General Plan. Mr. Levine <br />agreed with the comments made earlier of Mr. Fairfield. He asked <br />that the General Plan be considered a 'general' document and not <br />be too specific. He felt that through the PUD process and the <br />good judgment of the Planning Commission and City Council <br />specific plans can be addressed. He realizes staff's concerns in <br />'truth in advertising.' <br />Commissioner Michelotti discussed Page 11-17, Program 6.3. She <br />asked if any consideration was given to a teen center being <br />included in the community centers. Mr. Lee stated this is a <br />conceivable use. <br />HOUSING ELEMENT <br />Mark Evanoff, People for Open Space, supported the housing policy <br />and recommends the incorporation of the Communities Facilities <br />Alternative as a part of that policy statement as it will provide <br />more housing, reduce traffic, etc. <br />CIRCULATION ELEMENT <br />Victor Bailey, 4565 Black Avenue, indicated he did not see the <br />Valley Avenue extension on the exhibits. Mr. Lee indicated that <br />Page II-37 shows this and the Del Valle Parkway extension. <br />Mr. Bailey asked what would happen to the Del Valle Parkway. <br />Mr. Swift indicated it would be developed in accordance with the <br />recently approved plan. Mr. Bailey suggested that the <br />right-of-way designation not be reduced on Del Valle Parkway as <br />it has sufficient width to carry the planned traffic (8 lanes). <br />Valley Avenue carries two thirds of the traffic, Black Avenue <br />carries one third of the traffic and Del Valle doesn't carry any <br />traffic at the current time. He indicated that 20 years ago the <br />plans showed Del Valle Parkway being widened for additional <br />traffic. <br />Ted Fairfield addressed circulation with regard to Item No. 6, <br />page 13, Information Report. Sunol Boulevard, First Street to <br />I-680 - Widen to six-lane divided. He felt this would severely <br />damage his property at 5510 Sunol Boulevard and that of his <br />neighbors. <br />Ron Rolph, representing TMI, discussed Item No. 9, page 13 of the <br />Information Report. They hired TJKM to provide traffic numbers <br />in this area. All agree the level of service will probably <br />remain at A which does not call for modifications of on and <br />off-ramps at Bernal/I-680. Mr. Lee indicated this is included <br />because Caltrans has traffic goals other than just the City of <br />Pleasanton's needs.
