Minutes <br />August 27, 1986 <br />Planning Commission <br />Page VI-12, add a new program as follows: <br />Program 5.2: Design local storm drainage improvements to <br />carry appropriate design year flows resulting from buildout of <br />the General Plan <br />Program 5.3: Work with Zone 7 to complete planned, regional <br />storm drainage improvements <br />Program 5.4: Require new development to improve local storm <br />drainage systems to accept appropriate design year flows, as <br />determined by the City Engineer, resulting from new development. <br />Commissioner Michelotti referred to Page VI-9, Schools. Mr. Lee <br />said staff is trying to keep current on this matter. <br />CONSERVATION AND OPEN SPACE ELEMENT <br />The Planning Commission supported the staff's recommendations. <br />Commissioner Wellman asked for discussion of the Program <br />relating to development to within 200' of the ridge land. <br />Mr. Lee explained that this program originated with the <br />Residential Review Committee and is to protect the ridgeland <br />view. An example would be the house on the ridge built in the <br />City of Hayward which sits on the ridge facing Pleasanton. This <br />type of development would be regulated. Commissioner Berger <br />discussed the 670' site development standard on the ridge. <br />NOISE ELEMENT <br />The Planning Commission supported the staff's recommendations. <br />AIR QUALITY ELEMENT <br />Mr. Lee explained the monitoring of the environmental review <br />committee. Worse case is the standard used. <br />Commissioner Michelotti alluded to Mr. Tarver's suggestion which <br />would call for monitoring residential development in some form. <br />Mr. Lee said the State of the City report addressed the <br />cumulative effects of traffic and noise. <br />Commissioner Innes wanted performance standards put into place to <br />monitor the LOS traffic, and take action to see the standards are <br />not exceeded.
