Minutes August 27, 1986 Planning Commission Page VI-12, add a new program as follows: Program 5.2: Design local storm drainage improvements to carry appropriate design year flows resulting from buildout of the General Plan Program 5.3: Work with Zone 7 to complete planned, regional storm drainage improvements Program 5.4: Require new development to improve local storm drainage systems to accept appropriate design year flows, as determined by the City Engineer, resulting from new development. Commissioner Michelotti referred to Page VI-9, Schools. Mr. Lee said staff is trying to keep current on this matter. CONSERVATION AND OPEN SPACE ELEMENT The Planning Commission supported the staff's recommendations. Commissioner Wellman asked for discussion of the Program relating to development to within 200' of the ridge land. Mr. Lee explained that this program originated with the Residential Review Committee and is to protect the ridgeland view. An example would be the house on the ridge built in the City of Hayward which sits on the ridge facing Pleasanton. This type of development would be regulated. Commissioner Berger discussed the 670' site development standard on the ridge. NOISE ELEMENT The Planning Commission supported the staff's recommendations. AIR QUALITY ELEMENT Mr. Lee explained the monitoring of the environmental review committee. Worse case is the standard used. Commissioner Michelotti alluded to Mr. Tarver's suggestion which would call for monitoring residential development in some form. Mr. Lee said the State of the City report addressed the cumulative effects of traffic and noise. Commissioner Innes wanted performance standards put into place to monitor the LOS traffic, and take action to see the standards are not exceeded.
