along a cul-de-sac with no other entrance other than West Las <br />Positas. <br />Bud Sanchez, 3017 Melbourne Court, said if there was a park <br />installed on the northwest corner, it would be directly behind <br />his house. Currently there is a dirt mound within 40' of his <br />fence on which motorcycles and other vehicles drive. There have <br />been two fires on this location. Last year 10-15 acres caught <br />fire in this area. If a park is put on the northwest corner or <br />next to a field, a fence needs to be installed to allow emergency <br />services. He felt that if a park was put in the center of the <br />development, people who signed up to purchase homes would know <br />that in advance, whereas he would not have the same opportunity <br />if the park is located at the northwest corner. <br />The public hearing was closed. <br />Discussion ensued between the Commissioners regarding curvilinear <br />and straight streets. Commissioner Innes stated he would not <br />support straight streets because something is needed to reduce <br />the monotony of grid street patterns and favored curvilinear <br />streets. Chairman Lindsey agreed with these comments. <br />Commissioner Hoyt said Alternative "B" seems to be a logical <br />compromise. He felt straight streets would cause traffic <br />problems. <br />The Commissioners then discussed with City staff floor area ratio <br />proposed for the development, location of the park and who is to <br />pay for it and whether an emergency access should be required. <br />A motion was then made by Commissioner Innes, seconded by <br />Commissioner Hoyt that the Negative Declaration prepared for Case <br />PUD-84-12-1M be recommended for approval inasmuch as project <br />approval would have an insignificant adverse effect on the <br />environment. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, Innes, Michelotti and Chairman <br />Lindsey <br />NOES: None <br />ABSENT: Commissioners Berger and Wellman <br />ABSTAIN: None <br />Resolution No. 2814 was entered and adopted recommending approval <br />of the Negative Declaration prepared for Case PUD-84-12-1M as <br />motioned. <br />A motion was made by Commissioner Innes, seconded <br />Michelotti that Case PUD-84-12-1M be recommended <br />subject to the conditions of the staff report with <br />changes: <br />Conditions 1(a), and 2 were eliminated <br />- 15 - <br />by Commissioner <br />for approval <br />the following <br />7 <br />
