The public hearing was closed. <br />Commissioner Wellman indicated the only way for the City to grow <br />was south and the long term interests should reserve the area for <br />a larger commercial development. <br />Commissioner Hoyt also agreed with the staff recommendation. <br />Commissioner Innes indicated he had investigated the matter and <br />is concerned with never getting a shopping center in. It may be <br />years before the population warrants a 30,000 sq. ft. center. He <br />feels a five acre shopping center with garden homes would be <br />preferable to leaving it vacant for ten years. <br />Commissioner Michelotti agrees with both points of view. We do <br />have to look to the overall planning of the area. It cannot <br />support a major center, but she would like to see discussions <br />between the developer and homeowners to look for viable plans for <br />a shopping center with decreased density on the housing. <br />Commissioner Lindsey was concerned with short term planning <br />decisions and feels this is a viable location for a major <br />shopping center even though we may have to wait for a while. <br />A motion was made by Commissioner Wellman, seconded by <br />Commissioner Innes, to deny Case GP-86-5. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, <br />Chairman Lindsey <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Innes, Michelotti, Wellman and <br />Resolution No. 2800 was entered and adopted denying Case GP-86-5 <br />as motioned. <br />PUD-81-30-34D, Rouse and Associates <br />Application of Rouse and Associates for design review approval to <br />construct two single-story research and development/office <br />buildings of approximately 42,500 sq. ft. and 44,630 sq. ft. each <br />to be located on an approximately 6.8 acre site located on the <br />south side of West Las Positas Boulevard at its intersection with <br />Willow Road. Zoning for the property is PUD (Planned Unit <br />Development)-Industrial/Commercial and Offices District. <br />Mr. Swift presented the staff report recommending approval of <br />this application. He indicated this was a superior plan for this <br />particular type of development.
