Minutes <br />Planning Commission. <br />2/12/86 <br />NEW BUSINESS - Public Hearings <br />GP-85-4, Prudential Insurance Co. <br />Application of Prudential Insurance Company of America to amend <br />the Land Use, Circulation, and Growth Management Elements of the <br />General Plan relative to a proposed business park development to <br />be located on an approximately 260 acre site, located generally <br />in the area bounded by Interstate 580 on the north, Tassajara <br />Creek on the east, the railroad tracks of the Southern Pacific <br />Transportation Company and Hacienda Business Park on the south, <br />and Chabot Drive on the west. Zoning for the properties is IG <br />(General Industrial) District. An Environmental Impact Report <br />(EIR) will also be considered. <br />PUD-85-8, Prudential Insurance Co. <br />Application of Prudential Insurance Company of America for <br />rezoning from IG (General Industrial) to PUD (Planned Unit <br />Development)-Industrial/Commercial and Offices District, <br />development plan, and development agreement approval for a <br />business park complex consisting of approximately 4,430,000 <br />square feet of industrial, office, and commercial uses to be <br />located on an approximately 26o acre site, located generally in <br />the area bounded by Interstate 580 on the north, Tassajara Creek <br />on the east, the railroad tracks of the Southern Pacific <br />Transportation Company and Hacienda Business Park on the south, <br />and Chabot Drive on the west. Zoning for the properties is IG <br />(General Industrial) District. An Environmental Impact Report <br />(EIR) will also be considered. <br />Mr. Swift presented the staff reports concerning GP-85-4 and <br />PUD-85-8 and suggested to the Commission that the issues be <br />discussed by the Commission and, the public testimony taken <br />together, with a vote taken on each individual facet thereafter. <br />The Chairman and Commissioners agreed unanimously. <br />Mr. Swift referred to a handout distributed by the developers to <br />the Planning Commission for review. The handout details proposed <br />changes to various conditions proposed by staff. Mr. Swift <br />stated that staff recommends Condition 5 be changed per the <br />handout; Condition 9 be deleted; and 16b and 16c modified per the <br />applicant's handout. Staff and the applicant have not come to <br />agreement on 2f, 16d, Condition 28 regarding park and recreation <br />facilities. <br />The public hearing was opened. <br />Roger Gage, Prudential, gave an overview slide presentation. He <br />then reviewed the current status of Hacienda Phase I and <br />explained the concept of Hacienda Phase II. <br />Ben Tarver, 1144 Arak Ct., was very impressed by the presentation <br />and project; however, he could not support it because of concerns <br />relating to the goals of housing/jobs balance and the fact that <br />Pleasanton would not be supplying a regional solution to <br />problems. The EIR indicates Pleasanton is willing to accept jobs <br />without providing housing and addressing regional traffic <br />- 2 - <br />
