John Lovko, 4782 Suttergate, said his home faces this site accross the arroyo. <br />Property values could be lowered by this high density development. Also, there <br />was insufficient notitlcation of the neighborhood. <br />Chairperson Lindsey clarified notittcatlon process. Exception was taken with the <br />statement that apartments can lower property values.The City 1s committed to <br />quality development and there has yet to be the suggested negative impact. <br />Commissioner Tarver concurred that low cost housing does not necessarily have <br />negative impact. <br />The public hearing was closed. <br />Chairperson Lindsey noted that when the Hacienda PUD first came before the <br />Commission high density residential mix was debated. Good planning suggests <br />that planning itself must grow and develop. This 1s now appropriate. <br />Commissioner Tarver 1s concerned with the way the whole project 1s going. <br />Jobs/housing needs have been extensively debated. Commissioner Tarver directed <br />concerns to Hacienda that originally the City was told that ajobs/housing <br />imbalance was acceptable. Now tt-e Commission 1s being told that there needs to <br />be balance. He is concerned with the process and can't short piecemeal ct-anges. <br />Commissioner Michetottl said that housing need should be met on a regional basis. <br />9ecause of housing needs, this pt'oject may be appropriate. She would not st~port <br />this unless there is a reduction in jobs. It was noted that this area is in another <br />school district. The question wss raised regarding what would happen it there <br />was un~ftcatton. <br />Caaaatss~r Hoyt said the need for housing to this area is great. This is a good <br />iocaRtln.
