January 28, 1986 <br />Planning Commission Minutes <br />town, Mr. Finch determined that there are approximately 7000 sq. <br />ft. available in the downtown area for retail. This figure <br />doesn't include Flair Market in the vintage hills area. Mr. <br />Finch reviewed the business which left town when the mall was <br />approved such as Daughterys, Sprouse Reitz, etc. Further Santa <br />Anita has been working on this shopping center for two years and <br />they have no major tenants. Mr. Finch then reviewed the <br />businesses that left Stoneridge Mall. Mr. Finch concluded by <br />stating they are of the opinion, it is premature to approve a <br />shopping center such as this one at this time. <br />Hal Gregorson, 10 Castledown, Pleasanton, a property owner who <br />rents to six local merchants, spoke in opposition to Case <br />PUD-86-16 because approval would have a negative impact on the <br />downtown merchants. <br />Bill Northend, resident, spoke in opposition to Case PUD-86-16, <br />for the preservation of the Downtown area. He felt the Downtown <br />area is the hub of Pleasanton and should be nurtured. <br />Bill Henreddy, partner with the leasing agency of the Vintage <br />Hills Shopping Center, represented the tenants of the Vintage <br />Hills Shopping Center and his partnership. His shopping center <br />was opened seven years ago. They are aware it was opened a bit <br />prematurely. They believe it would be catastrophic to their <br />shopping center to approve the proposed shopping center at this <br />time. The loop has still not been completed which would allow <br />more traffic in the area. More traffic is needed to support the <br />shopping center that is currently in existence. Mr. Henreddy <br />urged the City to support the existing shopping center and deny <br />the one proposed. <br />John Magadino, President, P&X (operating Flair Market), spoke in <br />opposition to the proposed shopping center. Mr. Magadino <br />indicated he wrote a letter in October against this project. Mr. <br />Magadino said that a grocery market is not warranted in the area <br />at the current time. He stated that in 1978-1979 when they were <br />dealing with the developer (H. C. Elliott), no one else wanted to <br />put a market in the area. Flair put in their market because of <br />the proposed road improvements which would increase the traffic <br />flow. Mr. Magadino urged the City to be supportive of all of <br />their efforts and business. <br />Pat Mitchell, Laundroland, in the Vintage Hills Shopping Center, <br />urged denial of the proposed project because of the effect on her <br />business. The proponents are showing a laundromat in their <br />center. In investigating the cost to relocate her business she <br />has determined it would cost $90,000 for sewer connection fees to <br />relocate at another shopping center. This figure is much <br />different from the $20,000 she paid seven years ago. <br />Doyle Heaton, partner of the Vintage Hills Shopping Center, and <br />developer in Pleasanton, urged denial of the proposed shopping <br />center. He cited the Meadow Plaza Associates shopping center <br />which houses Nob Hill Market with having empty stores in their <br />center. Further Mr. Heaton indicated they have themselves had to <br />- 6 - <br />
