MATTERS INITIATED_HY_COMMISSION_MEMDEF2S <br />Commissioner Hoyt commented that he felt that there ts~ight be a <br />brea~:dGwn of communications on certain applications, (for <br />example, Dr. Yee and the Presley project?. He noted that Dr. <br />Yee`s EIf~ came before them in August and he recalled that almost <br />a.;niversally and officially that they did not feel comfortable <br />with shat appeared in that EIF.. He felt when it appeared again <br />before them it had not significantly changed. He thought that <br />within a month after receiving the EIR they should have a formal <br />meeting or public hearing;. He thought staff might be in <br />agreement ~sith that suggestion. He felt this was necessary in <br />particular on projects west of Foothill Road to meet with the <br />applicant and give him the Commission`s specific recommendations <br />so that it would not be so tramatic to the applicant to receive <br />a possible negati•re review. He wandered how the rest of the <br />Commission felt about this. <br />Discussion ensued arad the Commission agreed with Comrraissioner <br />Hoyt that they would be willing to meet with the applicant ~;,~ <br />da}Js after seeing the EIR; thus, giving them an oppcartunity to <br />share an}f further concerns with the applicant before it comes <br />baci:: to the Commission for final approval. <br />Mr. Swift thought it would be best on projects where EIF:`s are <br />done after the draft EIR has come out arad during the draft Elri <br />stage to have a public hearing fGr testimony; a staff report <br />coil d be procured that woiel d not i ncl ode numerous coradi ti ons of <br />approval and possible modifications but would be an <br />issues-cariented staff report. <br />Chairman Michelotti directed Mr. Swift to take the necessary <br />steps to implement the discussed plari. <br />Chairman Micheletti reported that she will meet with a <br />representative from F'rometheL€s on December ~~. <br />Ct-aai rman Mi chel otti then proceeded to i ntroduce ne~rti yF-elected <br />City Council Member Den Tarver to the audience. She as4;ed him <br />to lead them in the flag salute. She presented hirr: with a <br />plague from the Commission for his service as a Commissioner <br />from April 1, 19SI to ~jo~.ember 1958.
