BACKGROUND <br />On June 6, 2006, the City Council established The Happy Valley Blue Ribbon <br />Committee. The HVBRC was comprised of various stakeholders and included City staff, <br />an Alameda County representative, property owners, and interested developers. The <br />Committee was charged with the task to discuss the previous alternatives that had been <br />evaluated related to a bypass road alignment as described in the Happy Valley Specific <br />Plan (Attachment 2), review new information, and collaborate towards finding a preferred <br />alternative for a bypass road alignment that would connect the Callippe Preserve Golf <br />Course to Sycamore Creek thereby alleviating traffic movement through the Specific <br />Plan area. The attached report (Attachment 3) provides greater details of the <br />Committee's activities. Lorie Tinfow, the City's former Administrative Services Director, <br />was the staff liaison leading this effort. Ms. Tinfow left the City of Pleasanton in October <br />2006 but agreed to 1) complete this phase of the project, and 2) present the Committee's <br />work and final results to the City Council. <br />A majority of the HVBRC (8 of the 11 members present) voted to recommend that the <br />City Council consider: 1) the bypass road alignment included in the Greenbriar Homes' <br />current proposal that runs along the western edge of the Spotorno property, connecting <br />with Sycamore Creek Way to the north and Westbridge on the south (Attachment 4), <br />and 2) that any development approved for Lot 98 (aka Spotorno Flat) include <br />consideration of design conditions as outlined in Ms Tinfow's report. No <br />recommendation was made by the HVBRC related to housing density. <br />NEXT STEPS <br />Should the City Council accept the recommendations from the HVBRC, it will mean that <br />the Council finds generally acceptable the realignment of the Bypass Road as depicted <br />on Attachment 4, subject to appropriate environmental review and an amendment to the <br />Happy Valley Specific Plan, both following public review and comment.
