BACKGROUND <br />The City commonly enters into a separate consultant contract to provide specialty <br />inspection services, and soils/material engineering and testing during construction of <br />utility pump stations, reservoirs, and other types of large utility facilities where the City <br />does not have staff specializing in these areas. The construction of the Vineyard <br />Avenue Corridor water booster pump station is a project that would benefit from <br />specialty soils/material testing expertise. <br />In accordance with project construction documents for the booster pump station, the <br />facility will require continuous inspection of masonry wall construction, necessary <br />welding, grout and concrete testing, and soils testing whenever this type of work is <br />being performed. Staff is therefore recommending that an engineering consultant be <br />retained to assure conformance with the approved plans and specifications for this <br />project. <br />CONSULTANT SELECTION PROCESS <br />Staff solicited proposals from three construction inspection firms that provide individuals <br />qualified in projects of this type. Proposals were received from BSK & Associates, <br />ENGEO Incorporated and Berlogar Geotechnical Consultants. Staff determined that <br />Berlogar Geotechnical Consultants was best suited to provide the necessary inspection <br />services. Berlogar Geotechnical Consultants is the same firm that has provided the <br />geotechnical investigation for the pump station design, in addition to providing similar <br />inspection services for other City buildings. <br />CONSULTANT FEE <br />On February 6, 2007, Council approved the staff report awarding construction contracts <br />for the Vineyard Avenue Booster Pump Station and Turnout No. 6 totaling $2,987,012. <br />Included in this amount is $345,000 for construction management, soils analysis and <br />specialty inspection. The addition of this $30,721 for the scope of consulting services to <br />be undertaken by Berloger brings the total for these three services to $366,869. Staff <br />recommends using a portion of the approved $345,000 project contingency to fund the <br />$21,869 that must be budgeted for these services. Use of the contingency results in a <br />contingency balance of $323,131 which is adequate for the project. It is in the City's <br />best interest to have Berlogar Geotechnical Consultants work directly for the City and <br />coordinate their inspections with those of the City's Construction Manager. <br />Submitted by: Fiscal Review: Approved by: <br />--~ <br />y ~> v , ~~ / <br />Rob Wilson David P.
