THE CITY OF <br />++ i <br />~'L£~S~4NTON1 <br />April 17, 2007 <br />Planning and Community Development <br />TITLE: PRZ-37, CITY OF PLEASANTON -CONSIDER AMENDMENTS TO <br />CHAPTER 18 OF THE PLEASANTON MUNICIPAL CODE TO ALLOW <br />SCHOOLS AND TUTORING AND RECREATIONAL FACILITIES IN <br />VARIOUS DISTRICTS <br />PROPERTY OWNERS: Various <br />ZONING/LOCATION: Various <br />SUMMARY <br />The proposed Code amendment will establish an expedited review process for small <br />business owners who provide a niche service to the Pleasanton community and allow <br />for more locational opportunities for schools, tutoring, and recreation facilities. The <br />amendment will allow small schools, tutoring, and recreation facilities as permitted uses <br />in many districts if certain standard criteria are met. <br />PLANNING COMMISSION RECOMMENDATION <br />The Planning Commission recommended approval (Vote: 4 to 1; Fox opposed) of the <br />proposed Code amendment as shown in Attachment 1. <br />RECOMMENDATION <br />Introduce the first reading of the attached draft ordinance approving Case PRZ-37 (see <br />Attachment 1). <br />FINANCIAL STATEMENT <br />The application fee for a Conditional Use Permit is $150, which does not cover staff <br />time and resources to process the application. It takes a staff member several days to <br />coordinate with the applicant, prepare a staff report, publicly notice the application, and <br />schedule for a public hearing with the Planning Commission. Expediting the review <br />process for businesses which can meet the proposed criteria will save City staff time <br />and expense, which are not recoverable. <br />13 <br />CITY COUNCIL AGENDA REPORT <br />
