BACKGROUND <br />Gingerbread Preschool, located at 4333 Black Avenue, is a City operated preschool <br />program which has provided aplay-based learning environment since 1968. <br />In 1994, working with a parent committee, a conceptual plan was developed to modify <br />the existing play yard. The Friends of Gingerbread (FOG), a nonprofit organization <br />parent organization, raised $12,000 funds in September 2006 to support the play yard <br />renovation construction project. <br />As part of the Capital Improvement Program (CIP), the City Council approved $45,000 <br />for consultant services to develop a Master Plan for renovation of the play yard. <br />In January 2007, a Request for Proposals (RFP) was distributed to ten (10) Bay Area <br />landscape architecture firms. The successful firm would work with City staff and <br />community members to develop a Master Plan for the renovation project. <br />Two (2) proposals were received by the February 23, 2007 deadline. After completing <br />interviews on March 12, 2007, staff determined that Keller Mitchell & Co. of Oakland <br />presented the most creative and innovative design concepts, along with extensive <br />knowledge of early-childhood education/development. <br />Keller Mitchell & Co. was requested to submit a written quote for consideration. The <br />firm submitted anot-to-exceed fee of $25,500, which includes reimbursable expenses <br />and any additional meetings. Staff believes that the proposed fee is reasonable, based <br />on the cost of similar projects. <br />DISCUSSION <br />Attached for the Council's review is a copy of the proposed Contract for Professional <br />Services with Keller Mitchell & Co. The Agreement is thorough in its scope, and should <br />help define the Master Plan that would be complementary to the site. The consultant's <br />fee proposal for all required work is not-to-exceed $25,500, including reimbursable <br />expenses and any additional meetings or required plan revisions. Staff believes that the <br />fees and provisions of this Agreement are fair and equitable. <br />Submitted by: <br />J es W.
