refuse to be removed by the City or a contractor awarded the <br />work by the City for the removal of weeds, rubbish or refuse, and <br />for this purpose, the Fire Inspector (and/or the Fire Inspector's <br />designee) and/or the contractor may enter upon private property <br />to abate the nuisance. Before the weeds are abated by the City <br />or a contractor, any property owner may remove the weeds, <br />rubbish or refuse at the property owner's own expense. <br />SECTION 2. The Fire Inspector or the contractor, as the case may be, shall <br />keep an account of the cost of abatement for each separate <br />parcel of land where the work is done and shall submit to the City <br />Council for consideration, hearing and/or objections, modification <br />and confirmation, an itemized written report showing the cost, all <br />as more particularly described by Government Code Section <br />39574. <br />SECTION 3. The weed abatement costs, including a 100% mark up charge, <br />shall be the responsibility of the property owner of the parcel of <br />land where the work was done. <br />SECTION 4.
