supports nine units for families in the Housing Alliance Project located the <br />Unincorporated County. <br />HCD partners with Oakland Housing Authority on a ten-year (FY92) Single Room <br />Occupancy Assistance (SRO) grant covering 59 units in Oakland (the SRO funds are in <br />the Oakland Housing Authority's budget) and 32 Shelter Plus Care Section 8 Certificates <br />that were as a result of a negotiated settlement between HCD, HUD and the Public <br />Housing Authority. <br />HCD administers an annually renewed Tenant-based housing rental assistance ("I'RA) <br />grant to provide assistance to 214 units. Approximately 40% of the TRA grant is <br />allocated to assist Shelter Plus Care participants living in the HOME Consortium. <br />HCD was awarded a TRA grant specifically to provide housing assistance to Shelter Plus <br />Care eligible persons living with AIDS. Phis program, known as the Shelter Plus Care <br />Collaborative, is jointly administered with the City of Berkeley, with 15 certificates going <br />to Berkeley, and 34 to cover the City of Oakland and the I IOME Consortium. <br />E1CD administers a Project-Based Rental Assistance (PRA) grant to provide 14 units of <br />permanent supported housing at Alameda Point. Participants include veterans and <br />survivors of domestic violence who arc homeless and have one or more disabilities <br />targeted by Shelter Plus Care. <br />FY 2007 Amount(s): (no direct allocations to Pleasanton are anticipated) <br />STATF. <br />California Housing Finance Agency (CaIHFA) <br />Call [FA provides a variety oftax-exempt bond financing for the creation and <br />preservation of affordable housing. CaIHFA also provides bond financing for qualified <br />first-time homebuyers. The City recently successfully completed the refinancing of the <br />existing mortgage for Ridge View Commons, a 200-unit apartment complex for very low <br />income seniors. The refinancing includes an interest rate buy-down which will improve <br />the project's cash flow and potentially yield enhanced affordability. <br />The I IELP (Housing Enabled by Local Partnerships) program offers 3% to 3.5% interest <br />rate loans to local government agencies for locally determined affordable housing <br />activities and priorities. The City successfully applied for $450,000 in HF,LP funds in <br />2004 (in collaboration with the City of Livermore) to establish a down payment <br />assistance loan program for low and moderate income Pleasanton home buyers. The state <br />funds are being combined with $150,000 in local (City Housing) funds. The unexpended <br />funds from this allocation were terminated in November 2006, and the City plans to <br />submit a new application for renewed funding in April 2007.
