Opportunity Center" (TVHOC) which opened its doors in September 2005. 'fhe TVHOC <br />functions as a "clearing house," initially for ownership programs and ultimately for a <br />continuum of housing assistance of different types. The TVHOC is anticipated to increase <br />the efficiency of bringing households in need of housing resources together with the <br />resources that will help them find housing. <br />HOME's Minority-Owned/Women-Owned Businesses <br />The City's level of activity in working with minority- and women-owned business enterprises <br />(MBE/WBF,) is small in terms of the activities funded by federal grants that involve employment <br />of contractors and other businesses. Because of the small size of annual CDBG and HOME <br />grants, the City does not always have a high volume of construction activity. In addition to the <br />MBE/WBE data on HOME-funded projects provided to Alameda County (and included in the <br />data reported in the CAPER for the entire Consortium), the City provides data quarterly to <br />EIUD's Labor office on MBE and WBE activity for projects funded through CDBG, although <br />these statistics are again small. In all projects involving construction contracts, the City uses a <br />contractor list that is developed and maintained jointly with the City of Livermore. "l'he use of <br />this list ensures consistency and a proper level of outreach to minority-owned and women-owned <br />business enterprises in our area. <br />Racial and Ethnic Status of Persons Assisted <br />As with MBF, and WBE information, data on the racial and ethnic status of persons assisted <br />through HOME-funded activities is provided in the annual CAPER for the Alameda County <br />HOME Consortium. In addition, the City provides detailed data on the racial and ethnic status of <br />persons assisted through the City's CDBG program in its own section of the CAPER. These data <br />are required by the City to be collected and maintained by subrecipients as a condition of CDBG <br />funding. The data typically arc representative of the demographics of the Tri-Valley subregion in <br />which Pleasanton is located. <br />Fundint; <br />One of the significant barriers to affordable housing in Pleasanton and the surrounding region is <br />the high cost of developing and maintaining affordable housing. The City of Pleasanton will <br />apply CDBG, HOME, and City Housing funds toward affordable housing projects and programs <br />in FY 2007. The City has also monitored the availability of specialized grants for housing <br />development. For example, the City received a $300,000 competitive grant in 1997 through the <br />State Developmentally Disabled Services -Rental (DDS-R) program to provide four units within <br />the aforementioned Promenade apartments project for rental by very low income persons with <br />developmental disabilities in cooperation with the Regional Center of the East Bay. As noted <br />earlier, the City successfully applied for $450,000 in state [ [ELP funds in FY 2004 to start a <br />down payment assistance program to promote increased home ownership in Pleasanton.
