<br /> <br />pLEASANTON" <br /> <br />JOINT WORKSHOP OF THE CITY COUNCIL <br />AND PLANNING COMMISSION <br />AGENDA REPORT <br /> <br />April 24, 2007 <br />Planning and Public Works <br /> <br />TITLE: GENERAL PLAN WORKSHOP DISCUSSION ON THE RESULTS OF <br />GENERAL PLAN TRAFFIC MODELING WITHOUT AND WITH THE <br />STONERIDGE DRIVE EXTENSION <br /> <br />SUMMARY <br />This report describes the results of traffic modeling for the General Plan. Six scenarios <br />were modeled: three land use options (the Preferred Land Use Plan, Dispersed Growth <br />Plan, and Concentrated Residential/Transit Oriented Development (TOO) Mixed Use), <br />and, for each of the land use scenarios, two circulation network options (the "Working <br />Draft" circulation network without the Stoneridge Drive extension, and the "Working <br />Draft" circulation network with the Stoneridge Drive extension). <br /> <br />There are few significant differences in traffic volumes or intersection levels of service <br />operation between the three different land use options. Each option creates its own <br />minor shifts in traffic. However, no land use option results in a significant change in <br />mitigation measures needed to maintain an acceptable level of service. <br /> <br />Unlike the land use options, the construction of Stoneridge Drive results in a significant <br />redistribution of traffic volumes. The re-distribution that is created by the Stoneridge <br />Drive Extension provides relief on heavily traveled routes such as Hacienda Drive south <br />of 1-580, Santa Rita Road south of 1-580 and Valley Avenue between Santa Rita Road <br />and Busch Road. The Stoneridge Drive extension does not reduce the number of level <br />of service E or F intersections city-wide, but does reduce the delay at most of the <br />intersections which also reduces the level of mitigation necessary to maintain <br />acceptable levels of service. <br /> <br />RECOMMENDATION <br />Receive information concerning the results of traffic modeling and hear public comment. <br />Adjourn to the May 1, 2007 City Council meeting to take action on a preferred <br />circulation network and land use plan to be used as the basis for completing the Draft <br />General Plan and the Environmental Impact Report. <br />
