Agriculture resource impacts are not applicable to this project, as no land <br />uses related to the California Department of Conservation land use designations occur <br />within the project area. Therefore, this would be no impact. <br />c) No Impact. No farmland occurs within the project area. The project facilities will be <br />located either within a road right-of--way or within public rights-of--way or a dedicated <br />public utility casemenC. Therefore, this would be no impact. <br />3. AIR QUALITY <br />Environmental Setting <br />The proposed project is located within the San Francisco Bay Area Air Quality Management <br />District (BAAQMD), which regulates air pollutant emissions in the nine-county area, including <br />Alameda County, through its permit authority over most stationary emission sources and through <br />its planning and review activities. Regulated air pollutants include carbon monoxide (CO), <br />reactive gases (ROG), nitrogen monoxide (NO), sulfur dioxide (SOX) and particulates (PMio). <br />The State of California has adopted air quality plans to address the nonattainmcnt status (when <br />regulatory threshold standards are not attainted for a pollutant) and the measures to be taken to <br />reduce pollutant emissions. The Bay Area including the "fri-Valley and Pleasanton are <br />nonattainmcnt for ozone and particulates (PMz.s and PMio). The Tri-Valley has some of the <br />worst air quality in the Bay area due to its geography and climate. Emissions from outside the <br />Tri-Valley are transported to the area where they are trapped by temperature inversions. In the <br />Tri-Valley one of the major sources of ozone precursors and particulates are automobile <br />emissions (City of Pleasanton 2004) <br />Standards of Significance <br />For purposes of this environmental document, an impact is considered significant if the proposed <br />project would: <br />• Result in pollution emission levels above those established by BAAQMD in either short <br />term (construction related) or long term (traffic). <br />City of Pleasanton 19 Winzler & Kelly <br />Draft Initial Study/Proposed Negative Declaration August 2006 <br />04263 ~ O l <br />
