CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 90-131 RESOLUTION ADOPTING FINANCIAL POLICIES FOR THE CITY OF PT~ASANTON WHEREAS, the City Council of the City of Pleasanton desires to demonstrate its leadership commitment to provide quality services by adopting comprehensive financial policies; and WHEREAS, the adoption of Financial Policies will assist the staff and City Council view the City's Financial Management from an overall, long-range vantage point; and WHEREAS, the adoption of Financial Policies contributes to the credibility of and public confidence in the governmental organization, and demonstrates to the credit rating industry the city's commitment to sound financial management and fiscal integrity; and WHEREAS, the adoption of Financial Policies creates a known framework for proceeding with managerial and legislative decision making for the provision of services to the community; and WHEREAS, the adoption of Financial Policies directs the attention of management and the Council to the city's total financial condition and requires linking long-range financial planning with day-to-day operations; and WHEREAS, the adoption of Financial Policies can improve the city's fiscal stability and help forecast expenditures for a two to three year period, creating a consistent planning approach; and WHEREAS, the adoption of Financial Policies contributes to continuity in managing the city's Financial Affairs. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: The City Council adop%~ F~nanclal Policies for the City of Pleasanton, as described in Attachment A which is incorporated herein by this reference.
