Additionally, the <br />budge~ is a statement of financial policy. This fiscal plan <br />demonstrates the Council's past and present leadership commitment <br />of providing quality services. The continuation of quality <br />services to the residents of Pleasanton is possible because of <br />~--~id COmmu/%it¥ land-use planning which has created = ~v~r~= <br />revenue stre~ from the business and residential community to <br />support the cost of providing services to both the business and <br />residential populations. <br /> <br />With the adoption of this document, the Council will be adopting <br />financial policies to see that the City's finances are managed in <br />a manner which will (1) continue to provide for the delivery of <br />quality services, (2) maintain and enhance service delivery as the <br />community grows in accordance with the general plan, (3) guarantee <br />a balanced budge= annually assuring that the City is always living <br />within our means, and (4) establish reserves necessary to meet <br />known and unknown future liabilities. To achieve these goals it is <br />recommended that the Council also adopt by resolution specific <br />financial policies including revenue policies, reserve policies, <br />budgeting and expenditure policies and capital Improvement <br />Policies. <br /> <br />The proposed financial plan as presented in this budget reflects <br />t_he recommended financial policies, describes the revenue available <br />to the community, includes a description of the types of services <br />provided and recommends enhanced services for consideration by the <br />Council. <br /> <br />II.
