WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 90-129 <br /> <br />RESOLUTION MAKING APPLICATION TO THE <br />ALAMEDA COUNTY LOCAL AREA FOP~ATION <br />COMMISSION TO EXPAND THE CITYVS WESTERN <br />SPHERE OF INFLUENCE TO INCLUDE AN <br />ADDITIONAL 3,925 ACRES (THE "MODIFIED <br />EAST PALOMARES LINE"), AS SHOWN ON <br />EXHIBIT A. <br /> <br />the city of Pleasanton's General Plan calls for the <br />expansion of the western Sphere of Influence, <br />following studies on access, utilities, public <br />services, environmental constraints, future land <br />uses and holding capacity; and <br /> <br />City staff has prepared the West Pleasanton Sphere <br />of Influence and Annexation Feasibility Study, <br />dated October, 1989, which examined possible <br />access, utilities, public services, future land <br />uses and holding capacities; and <br /> <br />at its meeting of July 10, 1990, the City Council <br />certified the EIR for the expansion of the Sphere <br />of Influence after considering all public <br />testimony, relevant exhibits, and recommendations <br />of the City staff concerning this issue; and <br /> <br />the EIR states that significant adverse impacts of <br />expansion of the Sphere of Influence are limited to <br />potential growth inducing impacts of land <br />development planning and speculation, but that <br />these impacts can be mitigated by zoning the area <br />for agricultural uses; and <br /> <br />the EIR identifies numerous significant adverse <br />impacts that could result from an expansion of the <br />Sphere of Influence, if followed by annexation and <br />development, but that these actions will require <br />subsequent environmental review. <br /> <br /> <br />
