"reimbursement" for program administration. As a result, staff recommends retaining <br />this funding for administration. If the Council has an interest in funding the program <br />further, staff can provide additional information. Nevertheless, staff anticipates <br />reviewing the program again during next year's funding cycle. <br />Housing Commission Recommendation <br />The HC reviewed housing-related applications at its meeting of March 15 and approved <br />the staff recommendation to allocate the remaining $37,191 in FY 2007 CDBG funds for <br />capital and rehabilitation projects to two agencies, and to allocate $86,181 from the <br />City's Lower Income Housing Fund to three agencies to provide housing services. <br />The HC also recommended reallocating $41,024 in unused CDBG funds from <br />ValleyCare (FY 2002; $5,400) and GRID Alternatives (FY 2005; $35,524) to provide <br />funding for the City's Housing Rehabilitation Program. ValleyCare was allocated funds <br />to purchase new freezers for the senior home meal delivery program but never drew the <br />funds down. Staff has learned that the project has already been completed without the <br />City's CDBG funds. GRID's allocation was the second year of funding for the Solar <br />Affordable Housing Program; however, the agency still has $28,000 remaining from the <br />$40,000 that was allocated for the first year (FY 2004) and therefore funding is available <br />to meet program needs. GRID is in agreement with the reallocation of these funds. <br />It should also be noted that the City's funding commitment for both of these projects has <br />technically expired (based on the terms of the City-agency contracts).
