14 THE CITY OF - ~ -- ~~"""" ='~"~ "" CITY COUNCIL AGENDA REPORT PL£~S~4NTONo April 3, 2007 Assistant City Manager TITLE: APPROVAL OF A RESOLUTION APPROVING THE ALLOCATION OF FEDERAL AND CITY FUNDS RELATIVE TO THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FOR FISCAL YEAR 2007 SUMMARY Pleasanton will receive $285,394 in CDBG funds for FY 2007 (2007/08) which is the second year of the CDBG funding cycle. In response to this funding staff and the Human Services and Housing Commissions have completed its application review and funding allocation process. This report summarizes the allocation process and makes a funding recommendation for the upcoming fiscal year. HUMAN SERVICES COMMISSION RECOMMENDATION The Human Services Commission (HSC) met on March 7 to consider non-housing related applications and its recommendation is detailed on Attachment 1/Table A in the sections labeled "Public Services" and "Capital/Rehab." In addition, as a supplemental recommendation, it recommended the Council try to identify additional City funding, including consideration of using the CDBG funds normally reserved for program administration ($57,079 for FY 2007), for the relocation of the LARPD Friendship Center. HOUSING COMMISSION RECOMMENDATION The Housing Commission (HC) met on March 15 to consider capital and rehabilitation projects and its recommendation is detailed on Attachment 1/Table A. RECOMMENDATION Staff concurs with the Commissions' recommendations and recommends adoption of the resolution approving the allocation of federal and City funds for the Community Development Block Grant Program for fiscal year 2007/2008 as detailed in Attachment 1/Table A. FINANCIAL STATEMENT The allocation of federal CDBG funds will not have a direct fiscal impact on the City. However, the recommendation includes a commitment of $86,181 in City Lower Income Housing Funds to supplement several housing services. This amount of funding is consistent with supplements approved in prior years.
