On Route 84, operations are acceptable except for
queuing at I-580 eastbound in the evening peak period (0.2-mile queue). The improved Route 84 is carrying only 500 to 800 vph more eastbound and no
additional vehicles westbound due to the constraints of the ramp metering from Route 84 to southbound I-680. Route 84 would have to be improved to a freeway
to have benefit comparable to improving the I-680/1-580 system interchange.
The following are important linkages between projects:
• The west auxiliary lanes from First Street to Isabel facilitate access to SR 84.
• Route 84 widening should precede extending the NB I-680 HOV lane north of Route 84. The NB I-680 HOV Lane is needed maximize use of the additional
capacity on eastbound Route 84.
• This leads to splitting the NB I-680 HOV lane into two segments: from Alameda Creek to just past Route 84 and from Route 84 to Alcosta.
• I-680 ramp metering should precede the HOV projects or be built with them to give HOVs priority and to improve operations when there is an incident.
• The SB I-680 HOV lane should precede the I-680/1-580 system interchange improvements to give additional capacity on I-680.
• The EB I-580 climbing lane should precede an EB mixed-flow lane to give sufficient capacity on the Altamont Grade.
• An EB mixed-flow lane adds benefit to the Route 84 widening as well as improving I-580 operations.
Metlian to median N
2dane direct wnneUOr Isabel Interchange ~
` t HOV and 1 mixed-flow Westbound I-580 Westbound 6580
PfojeGt NM to Scele
^,~ lane, ramp meteretl y auxrhary lanes HOV or HOT lane _
~Mi d' K o Q 1
>. rp V > d
Pt~staB~^~ ~ DUBLIN a o ~ E //// ~
g ~ , ~ x ~ ~ Z ~///~ ~ Eastbound
t1 ~ ~ t1 Q ~ y~ c climbing lane
. ~ ~ .li ~ .... .... •p y/////////////N/// //H/// H/.V/ >•
~ + L ~~H. ///Hh• f61LAY///2///// f/~•H /NN//H/ // // N///////// .f// 9 =r 2
I o: o` ~° ~ y. ~ E
Stoneritlge Dr i o ~ m o ~ Jack London Fw ~ v Eastbound t-58o
r n ~ ~ t Blvd > O HOV 1 one Prgeci
o ~ m U
yy m _
Southbound I-680 1` in W Stan1ey Blvd LVERMORE Eastbountl I-580
m mixed-flow lane
HOV or HOT lane antl 1 Easthountl 6560 Q '
ramp metering I ~ HOV or HOT lane ~ Rte 84
Widening Prolect8 Right of way
v Poe ~~ `~ ~ pratedian for
00ma I PLEASANTON o RObyyr/rO/ BART extension
a~g~~d' I I a Leyend
gJ^ ~ Baseline Projects Completed Dy
It ~ u _ ~ ~ a Vear 2030
Muddy I.68062te 1M ~~ lli1 o x)~ O Proposed Corndm Improvements
interchange antl provide 'I`` 1 Q oYjA to ee StWied
southbound auxiliary lane d jl dss
to Antlrade Rd
~plna^ ~ Widen Rte 84 to Notes: 8odknecks and queues are shown for peak drtecbon5 only
~ ~~ 2-lanes in each direction
AM peak tlirections are WB and SB.
{~I . ~ I Norinbound b680 PM peak dvechons are NB and EB
HOV or HOT Zane antl Ramp Metering Rates
Southbound 1.880 ramp metering Local Service Interchanges 600 vph: ramp
`y 1-680r1-6801nterchange 900 vpnnane
HOV Lane Projecl 9a Alameda Cr Isabel Avenue Interchange 1700 vphtramp
o+ 1-680rSR84 Interchange fS8 omrampl 1800 vphtramp
~ Modified
o northbound 1-8150
HOV Lane ProjeU
® r CalaverasRoad Hybrid Alternative 1A
TRIANGLE TRAFFIC STUDY
Hybrid 1A -Phasing and Implementation Plan
Agenda Item 4
