BACKGROUND <br />The Alameda County Congestion Management (ACCMA) initiated the Study in 2004 to <br />evaluate regional traffic improvements in the area bounded by I-580, I-680 and State <br />Route 84. To assure appropriate local involvement, ACCMA facilitated establishment of <br />the PAC, which agreed that the purpose of the Study is "to develop, by consensus, <br />(emphasis added) a long range transportation plan for improvements on I-580, I-680 <br />and Route 84 that benefit Tri-Valley. The PAC's recommended project sequencing and <br />implementation strategy focuses on traffic improvements that will <br />• Provide improvements to relieve congestion <br />• Be cost effective <br />• Be consistent with the transportation needs in the area. <br />The base roadway network in the Study assumed the completion of all roadways <br />included in the General Plans of the participating cities, with the exception of the <br />Stoneridge Drive extension and the West Los Positas interchange. It also included: <br />• Anew eastbound HOV lane on I-580 from Santa Rita Road to Greenville Road; <br />• The widening of State Route 84 through Pigeon Pass to include truck climbing <br />lanes; <br />• The widening of State Route 84 from Ruby Hill Drive East to Stanley Boulevard <br />to four lanes; <br />• The widening of State Route 84 from Stanley Boulevard to I-580 to six lanes <br />• Phase I of the new Isabel interchange at I-580; <br />• I-580 on-ramp metering, both eastbound and westbound, through all three cities. <br />The Study identified 13 regional traffic improvement projects which were placed in two <br />implementation schedules. The only difference between the two implementation <br />schedules, labeled Hybrid 1 and Hybrid 1A, is that Hybrid 1A includes the State Route <br />84 widening project from Pigeon Pass to I-680 including interchange and auxiliary lane <br />improvements at I-680 and State Route 84. A complete list of the projects shown on <br />Hybrid 1 and Hybrid 1A is attached to this report. <br />DISCUSSION <br />The Tri-Valley Triangle Study PAC met on March 26 to discuss the Study results and to <br />develop a consensus recommendation that could be forwarded to the ACCMA. The <br />majority of the members of the PAC supported the Hybrid 1 alternative, with the City of <br />Pleasanton dissenting. Hybrid 1 did not include the State Route 84 improvements <br />between Pigeon Pass and I-680. It is unclear to staff why Hybrid 1A was not supported, <br />based on the traffic analysis which stated that Hybrid 1A provided the most significant <br />improvement to regional traffic. Based on the PAC's recommendation, the Study is <br />being forwarded to the ACCMA for adoption. <br />Staff has concerns with the final recommendation. The purpose of the Study, as <br />adopted by the PAC, stated that a plan would be developed by "consensus." Instead, <br />the plan being recommended was selected by majority vote.
