RESOLUTION NO. 07- 097 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br />AUTHORIZING THE SUBMITTAL OF TWO APPLICATIONS FOR STATE HELP <br />(HOUSING ENABLED BY LOCAL PARTNERSHIPS) PROGRAM FUNDS: 1) TO <br />PROVIDE INCREASED FUNDING FOR THE CITY'S HOUSING REHABILITATION <br />PROGRAM FOR LOW INCOME PLEASANTON HOME OWNERS; AND 2) TO <br />PROVIDE CONTINUED FUNDING FOR THE CITY'S DOWN PAYMENT ASSISTANCE <br />PROGRAM FOR LOW AND MODERATE INCOME PLEASANTON HOME BUYERS. <br />WHEREAS, submission of an application to the California Housing Finance Agency <br />(CaIHFA) Housing Enabled by Local Partnerships (HELP) program is required to be eligible for <br />certain funds to be used to provide increased funding for the City's Housing Rehabilitation and <br />Down Payment Assistance Programs in Pleasanton; and <br />WHEREAS, the Housing Element of the City's General Plan includes goals and policies <br />promoting the rehabilitation of the existing housing stock as a means of preserving housing <br />affordability for low and moderate income households, including seeking State and Federal <br />assistance for such efforts, and the creation of homeownership opportunities for low and <br />moderate income home buyers; and <br />WHEREAS, at its meeting of March 20, 2007, the City Council reviewed the report of the <br />Assistant City Manager regarding the grant applications for the CaIHFA HELP program to <br />provide increased funding for the City's Housing Rehabilitation Program for low income <br />Pleasanton home owners and continued funding for the City's Down Payment Assistance <br />program for low and moderate income Pleasanton home buyers. <br />NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br />PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />SECTION 1. Council authorizes staff to submit an application to CaIHFA for funding <br />through the HELP program. <br />SECTION 2. Council authorizes the City Manager, or his/her designee, to sign all <br />necessary documents on behalf of the City of Pleasanton related to the funding application. <br />SECTION 3. City Clerk shall certify to the passage of this resolution and enter it into <br />the book of original resolutions. <br />PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br />a regular meeting held on March 20, 2007. <br />
