RESOLUTION NO. 07- 097 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, AUTHORIZING THE SUBMITTAL OF TWO APPLICATIONS FOR STATE HELP (HOUSING ENABLED BY LOCAL PARTNERSHIPS) PROGRAM FUNDS: 1) TO PROVIDE INCREASED FUNDING FOR THE CITY'S HOUSING REHABILITATION PROGRAM FOR LOW INCOME PLEASANTON HOME OWNERS; AND 2) TO PROVIDE CONTINUED FUNDING FOR THE CITY'S DOWN PAYMENT ASSISTANCE PROGRAM FOR LOW AND MODERATE INCOME PLEASANTON HOME BUYERS. WHEREAS, submission of an application to the California Housing Finance Agency (CaIHFA) Housing Enabled by Local Partnerships (HELP) program is required to be eligible for certain funds to be used to provide increased funding for the City's Housing Rehabilitation and Down Payment Assistance Programs in Pleasanton; and WHEREAS, the Housing Element of the City's General Plan includes goals and policies promoting the rehabilitation of the existing housing stock as a means of preserving housing affordability for low and moderate income households, including seeking State and Federal assistance for such efforts, and the creation of homeownership opportunities for low and moderate income home buyers; and WHEREAS, at its meeting of March 20, 2007, the City Council reviewed the report of the Assistant City Manager regarding the grant applications for the CaIHFA HELP program to provide increased funding for the City's Housing Rehabilitation Program for low income Pleasanton home owners and continued funding for the City's Down Payment Assistance program for low and moderate income Pleasanton home buyers. NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. Council authorizes staff to submit an application to CaIHFA for funding through the HELP program. SECTION 2. Council authorizes the City Manager, or his/her designee, to sign all necessary documents on behalf of the City of Pleasanton related to the funding application. SECTION 3. City Clerk shall certify to the passage of this resolution and enter it into the book of original resolutions. PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at a regular meeting held on March 20, 2007.
