Commissioner Maas requested that the architect work with staff to explore alternatives to possibly lowering the height of the building, such as lowering the windows. Commissioner Kumaran noted that the height of the building is attractive in denoting this building as a church and a place of worship. Commissioner Sullivan noted that the building is aesthetically pleasing; however, he expressed concern with the height of the building and afour-story building being on this corner in proximity to a residential neighborhood, the arroyo, and bike and hiking trails. He noted he would be in support of the architect examining issues of lowering the height of the building, and that he would be satisfied with lowering the height of the building by ten feet. Commissioner Kameny expressed concurrence with Commissioner Maas' statements and requested that the architect examine ways in which to reduce the height of the church. PUBLIC HEARING WAS REOPENED The architect commented on the height of the buildings, the mass of the building, and the diameter and height of the cupola. PUBLIC HEARING WAS CLOSED Discussion ensued relating to removal of the cupola, the design of building, and stained glass not being utilized in the cupola. A motion was made by Commissioner Kumaran, seconded by Commissioner Kameny, firiding that the project would not have a significant effect on the environment; adoption of a resolution approving the attached draft Negative Declaration; making the conditional use permit findings as listed in the staff report; approving the conditional use permit application (Case UP-99-40) subject to the conditions shown in Exhibit "B.1"; and, approval of the design review application (Case Z-99-212) subject to the conditions shown in Exhibit "B.2."
