church will not detrimentally impact surrounding uses. Therefore, staff is of the <br />opinion that this finding can be made. <br />C. That the proposed conditional use will comply with each of the applicable <br />provisions of the Municipal Code which apply to Conditional Uses. <br />Chapter 18.124 of the Municipal Code (Conditional Uses) states that, because of <br />their unusual characteristics, conditional uses require special consideration so that <br />they may be located properly with respect to their effects on surrounding <br />properties. Staff feels that reasonable conditions of approval can integrate the <br />proposed expanded church use tivithout detrimentally affecting the surrounding <br />properties or the City in general. Therefore, staff feels that the third finding can be <br />made. <br />VI. CONCLUSION <br />With the conditions recommended, staff believes that the plans for expansion for the <br />church facility will be compatible with the surrounding neighborhood and appropriate for <br />the site. The overall design of the facility would result in structures that are aesthetically <br />pleasing, and the site layout and landscaping would help to emphasize the status of the <br />facility as a community landmark. Conditions of approval have been included which will <br />ensure that the safety and general welfare of the surrounding neighborhood are <br />maintained. <br />VII. ENVIRONMENTAL ASSESSMENT <br />A draft Negative Declaration accompanies this report. Based on an initial study, staff <br />believes that approval of the proposal would not have any significant adverse effects on <br />the environment. If the Commission concurs with this environmental assessment, you <br />must make the finding that the Negative Declaration is appropriate prior to taking action <br />on the project. <br />VIII. STAFF RECOMMENDATION <br />Staff recommends that the Commission take the following actions: <br />Find that the project would not have a significant effect on the environment and <br />adopt a resolution approving the attached draft Negative Declaration; <br />Case No. Z-99-21?/UP-99-~10 Planning Commission <br />Page 1 Z <br />
