Therefore, the project exceeds <br />all of the minimum setbacks and is well below the maximum allowed density. <br />The maximum height allowed in the R-1-6500 district is 30 feet. The Municipal Code <br />defines height as the distance from grade to the mean height beriveen eaves and ridges for <br />a hip, gable, or gambrel roof, and cupolas are allowed to extend 25 feet above this height <br />limit (a total of 55 feet). Using the Municipal Code's definition, the height of the new <br />sanctuary without the proposed cupola would be 24 ft. high. The distance from grade to <br />the top most point of the sanctuary's cupola is 51 feet. Therefore, the church would be <br />below the height limit for the zoning district. <br />Staff notes that the Planning Commission can require increased setbacks, or specify <br />specific height or building coverage limits as a condition of approval for design review or <br />a use permit in order to ensure compatibility with adjoining uses. As indicated above, the <br />new sanctuary would be located 25 feet from the Del Valle Parkway and Hopyard Road <br />rights-of--way; however, staff believes that the 7:12 pitch roof of the proposed sanctuary <br />vvould allow this building to be located at this highly visible portion of the lot without <br />appearing incompatible with the other buildings in the area. Please refer to the design <br />section of this report for additional discussion of this matter. <br />The lot is relatively flat and the applicant is proposing only minor amounts of grading to <br />accommodate the new construction and to appropriately direct storm water. Staff finds <br />the proposed grading plan to be acceptable. <br />Arc6itecture/Design <br />The wood shingle siding, the sloped roofs with deep eaves and exposed rafters, the brown <br />colors, and the heavy-timber patio posts give the existing church a rustic design. The <br />existing sanctuary is flanked by classrooms on one side and office space on the other, and <br />all three parts of the building are covered by pitched roofs. <br />Prior to submitting the subject applications, staff encouraged the church to avoid the use <br />of the extremely low-sloped roofs over the new administrative office space and the bride's <br />room/restroom addition and to carry the building materials used on the existing building <br />(e.g., the wood shingles) over to the new construction. Instead, the church has proposed <br />the use of wood lap siding on the walls of the sanctuary and the other proposed additions, <br />stone veneer at the corners of the ne4v sanctuary, a small amount of shingles above some <br />of the new windows. <br />Case No. Z-99-212/UP-99--10 Planning Commission <br />Page 5 <br />
