By a 5 to 0 vote, the Planning Commission recommended approval of the project, <br />subject to the conditions shown in Exhibit B, Attachment 1. The February 14, 2007 <br />Planning Commission meeting minutes (Attachment 5) are attached for the Council's <br />information. <br />The applicants reviewed the proposed draft conditions of approval prior to the Planning <br />Commission and agreed that they were reasonable and appropriate. Furthermore, the <br />applicants accepted the additional modified conditions recommended by the Planning <br />Commission. Therefore, the draft conditions of approval as shown in Exhibit B, <br />Attachment 1, are those recommended by both the Planning Commission and staff. <br />PUBLIC NOTICE <br />Notice of this application was sent to all property owners living within 1,000 feet of the <br />subject property. As of the writing of this staff report, staff has received no public <br />comment. <br />ENVIRONMENTAL ASSESSMENT <br />An Environmental Impact Report was prepared and certified for the Vineyard Avenue <br />Corridor Specific Plan. The California Environmental Quality Act (CEQA) specifies that <br />individual residential development projects that are prepared pursuant to the <br />requirements of an adopted specific plan, for which an EIR has been prepared and <br />certified, are exempt from additional environmental review. Therefore, no <br />environmental document accompanies this report. <br />CONCLUSION <br />Staff believes that as conditioned, the proposed development will be attractive. The <br />applicants have addressed all of the standards and guidelines of the Vineyard Avenue <br />Corridor Specific Plan for this area, including architectural and landscape design <br />criteria, grading, and geotechnical concerns.
