8 <br />Qo~nenh~pa Co <br />THE CITY OF AGENDA REPORT ,0a li ~ ~~'`~ <br />~- ~ ~~ I a~ ~~~ ~ CITY COUNCIL AND BOARD OF TRUSTEE ; ~~ ~~ <br />j'L~f~S~4NTONe JOINT MEETING ~ ' <br />a- <br />PLEASANTON UNIFIED SCHOOL DISTRICT <br />March 19, 2007 <br />TITLE: BERNAL PROPERTY UPDATE <br />SUMMARY <br />This report provides an update on the status of the City-owned Bernal Property, <br />including the conclusion of the planning process, progress on implementation, and the <br />effort to create a financing plan for the public improvements. <br />BACKGROUND <br />The Bernal Property consists of a total of 516 acres located south of Bernal Avenue on <br />the east and west sides of I-680. The Bernal Property Phase II Specific Plan provides <br />planning direction for the 318-acre public land portion of the property; the 198 acre <br />"private" portion has been planned for residential and commercial development, a <br />"village common" park, neighborhood park, elementary school (Hearst) and roads. As of <br />early 2007, the development of the elementary school, parks and most of the residential <br />units is complete. The 39 acre commercial property east of I-680 and west of Valley <br />Avenue is yet to be developed. <br />The Phase II Specific Plan permits a variety of public and quasi public uses to be <br />integrated into an open space/grand park-like setting. These uses include: an <br />agricultural club and agricultural uses; childcare; community vegetable garden; cultural <br />arts facilities; educational facilities; environmental education center; fire station; Native <br />American History Reflective Area; open space and park and recreation uses; park and <br />ride commuter parking lot; public utilities; trails; and ayouth/community center. <br />Part of the Phase II area is to be developed as a 50-acre Community Park with the <br />objective of providing areas for active recreation, including sports fields, rest rooms, <br />parking, and related facilities. This area will be located north of Valley Avenue and west <br />of the Union Pacific Railroad tracks. Planning for the construction of the first phase of <br />this park is underway, as described below. <br />ADOPTION AND IMPLEMENTATION OF THE PHASE 11 SPECIFIC PLAN AND <br />COMMUNITY PARK MASTER PLAN <br />The Phase II Specific Plan and the Community Park Master Plan were adopted by the <br />City Council on May 16, 2006. The Phase II Specific Plan Land Uses were ratified by <br />the voters on November 7, 2006, with the passage of Measure P. Implementation of <br />the Specific Plan is moving ahead as follows: <br />
