DISCUSSION <br />The City normally requires that properties annex to the City in order to receive City utility <br />services. The Howell parcel is contiguous to the City Limit boundary line on two sides. <br />However, annexing this parcel alone and not part of a larger annexation would not be a <br />logical extension of the City boundary. LAFCo discourages annexing in small "piece <br />meal" annexations. <br />At this time, staff recommends that the City Council authorize the sewer connection <br />requested by the Howell's, with an agreement to annex at some future date as part of a <br />larger annexation area. However, as specified in the preannexation agreement, if any <br />annexation is subject to an election, the Owners deem that their votes are counted as <br />votes in favor of annexation if at the time of the election a road that is intended to take <br />golf course traffic off Alisal Street and Happy Valley Road is under construction or has <br />been constructed.
