THE CITY OF „~...A, ~ ~'L~~S~NTON® CITY COUNCIL AGENDA REPORT March 20, 2007 Public Works Department TITLE: APPROVAL OF PREANNEXATION AGREEMENT AND APPROVAL FOR SEWER CONNECTION FOR 6651 ALISAL STREET (HOWELL) SUMMARY The property owners of 6651 Alisal Street are requesting a sewer connection to serve their existing residence located within the Happy Valley Specific Plan area outside the City limits. The property owners are requesting connection to the City sewer system to eliminate the use of their septic tank and leach field. In order for a property outside the City limits to connect to the City utility system (either water or sewer), a preannextion agreement is required. RECOMMENDATION 1. Authorize connection of the Howell parcel located at 6651 Alisal Street (APN 949- 0007-008-00) to the City sanitary sewer system, provided all connection work is done to the satisfaction of the City Engineer and all costs are borne by the property owner, and the proposed extension of City services is approved by LAFCo. 2. Approve the preannexation agreement between Howell and the City of Pleasanton, and authorize the City Manager to execute the agreement. 3. File an application with LAFCo for the extension of sewer service to the Howell parcel. FINANCIAL STATEMENT The property owner would be required to pay all costs associated with extending the sewer system, including their pro-rata share of infrastructure previously constructed by the City to serve existing dwellings within the Happy Valley area, City connection fees, permits, fees required by the City and County, and LAFCo fees.
