Pipelii:e Project Environmental Cleecklist <br />City of Pleasanton Vault <br />The City of Pleasanton fluoridates its water before entering the distribution system <br />Therefore, a separate vault for fluoride injection will be located adjacent to the Zone 7 <br />turnout vault. The underground vault will be a 6-foot by 4-foot precast concrete vault, <br />approximately 8 feet in depth, at the same depth as the 7.,one 7 turnout vault. The <br />fluoridation building will house hydrofluorosilic acid, used in the fluoridation process and <br />used throughout the City at other facilities. Access to the vault will be provided by a hatch <br />door which will be locked. City maintenance and operations staff will make daily <br />inspections of the vault and fluoridation building for leaks and take corrective actions as <br />required. Leak alarm detectors, similar to those installed at other City facilities, will be <br />installed at the injection point in the vault and at the chemical tank in the fluoridation <br />building. The vault will be equipped with flood alarnrs. Information collected by the <br />detectors will be transmitted remotely via the SCADA system installed at the site to the <br />City's Operations Control Center, which operates twenty four hours a day, seven days a <br />week. When an alarm is sounded at the City of Pleasanton's Operations Control Center, an <br />operator is immediately sent to the site for inspection and implementation of corrective <br />actions, as needed. <br />Fluoridation Building <br />Mechanical and SCADA equipment used in the fluoridation system to treat Zone 7 water <br />will be housed in a 10 foot by 16 foot (160 square feet) concrete block building located <br />adjacent to the City of Pleasanton's vault and Zone 7 turnout on the north side of Pimlico <br />Drive. The building will be 10 feet high, and constructed of masonry block. The color and <br />texture of the masonry block will be chosen to blend in with area surroundings. The roof <br />will be asphalt shingles. The floor will be a slab on grade with trenched areas covered by <br />reinforced fiber polymer grating over a secondary containment system for the chemical tank. <br />A set of steel double doors that can be locked will be provided at one end of the building for <br />access. <br />The major equipment and requirements for the fluoridation system that will be housed <br />within the fluoridation building include: <br />• A 500-gallon fluoride storage tank <br />• A fluoride metering pump <br />• Fluoride and chlorine analysis equipment mounted on the wall <br />• Emergency shower and eyewash station <br />• Secondary containment for the fluoride storage tank <br />• Ventilation facilities <br />The 500-gallon fluoride storage tank will be a single walled tank which will be placed over <br />grating and the secondary containment system. 'fhe secondary containment under the tank <br />will ensure that any leaks or upsets from the chemical tank are contained within the <br />building. The secondary containment structure will be designed according to all state, <br />federal and local regulations including the California Code of Regulations, Uniform Fire <br />Code, California Occupational and Safety and Health Act and California Health and Safety <br />Code, and will be similar to other secondary containment systems in the fluoridation <br />Crty of Pleasanton 7 Winzler & Kelly <br />Draft Initial Study/Proposed Negative Declaration August 2006 <br />04263501 <br />
