There is no substantial evidence, in light of the whole record before the agency, that the <br />project, as revised, may have a significant effect on the environment. <br />Section 15063(d) of the State CLQA Guidelines states the content requirements of an Initial <br />Study as follows: <br />15063(d) Contents. An Initial Study shall contain in brief form: <br />(1) A description of the project including the location of the project; <br />(2) An identification of environmental setting; <br />(3) An identification of environmental effects by use of a checklist, matrix, or other <br />method, provided that entries on a checklist or other form are briefly explained to <br />indicate that there is some evidence to support the entries; <br />(4) A discussion of the ways to mitigate the significant effects identified, if any; <br />(5) An examination of whether the project would be consistent with existing zoning, <br />plans, and other applicable land use controls; <br />(6) The name of the person or person, who prepared or participated in the initial Study. <br />Project Location <br />The Pimlico Drive Turnout and Pipeline Project is located within the City of Pleasanton as <br />shown on Figure 1. The Project begins near the intersection of the Zone 7 Water Agency ("Lone <br />7) channel with Pimlico Drive in the northeast portion of the City and terminates near the <br />intersection of Pimlico Drive and Santa Rita Road. One project feature is located adjacent to <br />Santa Rita Road approximately 600 feet south of the Santa Rita Road interchange with Interstate <br />Highway 580 (Figure I). <br />General Plan Designation <br />The Pimlico Drive Turnout and Pipeline Project facilities are located within roadways, public <br />rights-of--way and a dedicated public utility easement. The pipeline alignment traverses four <br />areas designated in the 1996 General Plan (City of Pleasanton 1996) as Retail/Highway/Service <br />Commercial, Business and Professional Offices, Residential High Density (greater than 8 <br />dwelling traits per gross acre), and Medium Density (2 to 8 dwelling units per gross acre). <br />Zoning Designation <br />The project facilities occur in the following zoning designations: <br />• PUD-C Planned Unit Development-Commercial <br />• CF- Commercial Freeway <br />• PUD-RM25- Residential Multifamily 2500 square feet <br />• R-1-65- Residential dwelling unit per 6500 square feet. <br />City of Pleasanton 2 Winzler & Kelly <br />Draft Initial S[udy/Proposed Ncgahve Declaration August 2006 <br />04263501 <br />
