BACKGROUND <br />The City has had an ongoing need for on-call geotechnical consulting and material <br />testing services. The types of services needed include soil analysis, pavement and <br />sub-base thickness recommendations, soil compaction testing, material testing, <br />permeability testing, construction consultations and geological hazard investigations. <br />Previously, the City awarded two-year contracts with the firms of BSK & Associates and <br />Engeo Inc. for anot-to-exceed aggregate total amount of $350,000. <br />During the past year and a half, the City has constructed more Capital Improvement <br />projects requiring geotechnical engineering support than originally anticipated. For <br />example, the City spent over $2.2 million resurfacing City streets last year, and <br />constructed a new sewer main on Vineyard Avenue from Bernal Avenue to Clara Lane. <br />These were major projects requiring significant geotechnical engineering support. In <br />addition, last year the City undertook emergency repairs of the Arroyo Mocho due to <br />slope-bank failure requiring immediate recommendations by our geotechnical <br />consultant. Over the past year and a half, the City has authorized our on-call <br />geotechnical consultants to provide support to approximately 20 projects. <br />Based on ongoing project needs and the quality of services provided by the current <br />consultants, staff recommends that the City Council authorize the City Manger to <br />execute the attached amendments, authorizing the increase of contract funding limits <br />from $350,000 to $400,000. With this authorization, it is anticipated that the increase will <br />provide a sufficient authorized funding limit through the term of both contracts, which <br />end on June 30, 2007. <br />Funding for these geotechnical consulting and material testing services has been <br />identified and budgeted in the approved Capital Improvement Projects. The cost for <br />these activities will be drawn against the approved budget funds for specific projects, as <br />geotechnical consulting and material testing services are required. As specific <br />geotechnical consulting and/or material testing services are needed, staff will develop a <br />scope of work and request that the firms of BSK & Associates and Engeo Inc. <br />independently prepare their detailed proposal with anot-to-exceed cost to be charged <br />against a specific project. Upon review and approval of each firm's proposal, staff will <br />then direct either BSK & Associates or Engeo Inc. to proceed with the work. <br />Page 2 of 3 <br />
