building would be sited towards the street with parking located on the west side and rear <br />of the building. <br />The building would generally match the design and colors/materials of the existing <br />Hopyard Village Shopping Center buildings: tan-colored stucco walls with brown- and <br />green-colored wood trim, covered walkways, and a terra cotta-colored, mansard-style <br />concrete the roof. Two tower elements would be added to provide interest and focal <br />points for the building entries. The building would measure 22'h-feet high, as measured <br />from the grade to the top of the upper parapet, and 32-feet high, as measured to the top <br />of the tallest tower. <br />Proposed vehicular access to the site would be provided by the existing driveway at the <br />western end of the site, which is a shared driveway with the Hopyard Village Shopping <br />Center. The existing easternmost driveway would be removed. A total of 11 off-street <br />parking spaces are proposed for the site, comprised of eight standard-sized spaces <br />(including one handicap accessible space) and three compact-sized spaces. <br />Reciprocal parking agreements would be created to allow shared parking between the <br />proposed commercial building and the Hopyard Village Shopping Center. <br />The application would also create the allowable uses for the subject property. The <br />applicants are requesting that the permitted and conditionally permitted uses for the <br />subject property be those of the C-C (Central Commercial) zoning district of the <br />Pleasanton Municipal Code (please see Attachment #7.c. for a list of the C-C uses). As <br />conditioned by the Planning Commission, future tenants could not use fryers or grills. <br />Please refer to the attached Planning Commission staff report, dated February 14, <br />2007, and the proposed plans for additional project information. <br />PLANNING COMMISSION ACTION <br />The Planning Commission held a public hearing on February 14, 2007 to review the <br />subject application. Detailed information on this meeting is provided by the attached <br />excerpts of the Planning Commission minutes. No members of the public spoke at the <br />hearing. The Commission approved the application on a 4-0 vote. The Commission <br />modified the uses to prohibit fryers or grills on the subject property in order to preclude <br />fast food restaurants; any future proposal for this use would require a PUD modification. <br />DISCUSSION <br />Staff and the Planning Commission believe that the proposed site plan and positioning <br />of the building is appropriate for the subject site. Furthermore, the proposed building is <br />attractive and contains design elements that add visual interest to the elevations. A <br />detailed analysis and discussion of the proposal is included in the attached Planning <br />Commission staff report dated February 14, 2007, including: General Plan conformity, <br />zoning and uses, site plan, traffic and circulation, parking, grading and drainage, <br />building design, signage, and landscaping. <br />Page3of5 <br />
