Committee and Commission Review: Attachments 4 and 5 reflect the Committee's <br />initial discussions regarding establishing a connection between BART and Santa Rita <br />Road, and the outcome developed into the original Option 2. Attachments 6 and 7 <br />include information regarding how the Committee arrived at its decision to support what <br />would become Option 2A. Should the Council approve this option, it would be <br />necessary to work with Zone 7 on authorization to use a section of its property along <br />Tassajara Creek; however, given the City's current use of other Zone 7 access roads for <br />public trails, staff does not anticipate any significant problems in this regard. The <br />Committee expressed concern that Option 2A not be perceived as The Trail ", as it <br />wants to continue pursuing Option 3 as a permanent route. That is why the segment is <br />referred to as a "temporary connector" or "interim access" to the Iron Horse Trail. <br />Staff has consistently supported Option 1 because it could be implemented much <br />sooner than the other options, and is the least expensive alternative. It should also be <br />noted that any recommendations from the City are still subject to EBRPD approval, <br />since the Iron Horse Trail is the District's facility. <br />Attachment 8 includes comments and discussion by the Parks and Recreation <br />Commission on this item. The Commission generally concurred with the Committee <br />recommendations, but added that signage should include a note about the difficulty trail <br />users might face in attempting to ride road bikes on the gravel portion of the trail (along <br />the Tassajara Creek segment). This difficulty was also noted by Public Works staff in <br />Attachment 4. <br />Additional Information: Once an option is agreed upon by the City and EBRPD, <br />discussions will be held regarding funding for signage installation, maintenance, and <br />public safety coverage for the selected trail route. While the Iron Horse Trail is an <br />EBRPD facility, the City has agreed to maintain the portion of the trail between Santa <br />Rita Road and Busch Road. <br />All options identified in this report would require coordination with the management of <br />Hacienda Business Park. In addition, if Option 2A is chosen, coordination with Zone 7 <br />Water Agency would also be required. <br />Submitted by: <br />es W.
