THE CITY OF <br />~'L£~S~4NTONd CITY COUNCIL AGENDA REPORT <br />March 6, 2007 <br />Public Works Department <br />TITLE: PRESENTATION ON ZONE 7'S STREAM MANAGEMENT MASTER <br />PLAN AND STREAM MANAGEMENT IMPLEMENTATION PLAN <br />SUMMARY <br />The City Council has expressed interest in hearing a presentation from Zone 7 Water <br />Agency regarding the past work and current status of its Stream Management Master <br />Plan (SMMP). The SMMP is a master plan that addresses flood protection, drainage <br />issues and other environmental and community enhancing needs affecting <br />management of the streams and arroyos in the Tri-Valley area. The SMMP identified <br />45 individual projects to meet several resource area goals and objectives, in addition to <br />the primary purpose of flood protection within the Valley. The Stream Management <br />Implementation Plan (SMIP) is amulti-disciplined approach to prioritize these projects <br />and develop the specific public outreach, engineering, environmental and financial <br />needs of each identified project. <br />This report provides a general summary of the SMMP and the SMIP for Council's <br />information. Representatives from Zone 7 staff and consulting teams are present to <br />give more details on the plans and describe the current and future direction of these <br />important flood control and environmental/community enhancing plans and their related <br />projects within the City and the Tri-Valley area. <br />RECOMMENDATION <br />Staff recommends that Council hear the presentation and provide input to Zone 7 and <br />City staff, as needed, regarding the future direction of both the SMMP and SMIP projects <br />and process. <br />FINANCIAL STATEMENT <br />The funding to develop the SMMP and proceed with the SMIP has come from a <br />combination of past Zone 7 flood control related property taxes (collected generally for <br />channel maintenance/improvement) and flood control related new development fees. <br />The fees are paid into Zone 7's Special Drainage Area 7-1 Fund and are based upon <br />the increase in impervious area that new development projects contribute to the <br />increase in the timing and amount of runoff into the local streams and arroyos. Future <br />funding alternatives for implementing the 45 projects identified in the SMMP are being <br />developed as part of the work effort within the SMIP. <br />
