• • Task 3.1 Meetings with City Staff Prior to initiating the rate negotiations, R3 will prepare and submit a brief memorandum to the City summarizing the conclusions of Task 2 and the points that R3 recommends to be negotiated with PGS. R3 will attend up to two (2) meetings with City staff and the Council Waste Management Committee to discuss the results of the review and clarify the negotiating points. Task 3.2 Negotiations with PGS R3 will facilitate a series of meetings with City staff and representatives of PGS to evaluate the results of the rate review and discuss the proposed rates. R3 will also provide necessary support and documentation, including the rate review financial model, to substantiate the rate review findings. Deliverables Task 3 includes the following deliverables: • Preparation and submittal to the City of a memorandum summarizing the results of the review of the PGS rate application, including outstanding issues, recommended discussion points, etc. • Up to two (2) meetings with City staff and the Council Waste Management Committee, to review the findings of the review of the PGS rate application; • Several negotiation meetings, as necessary, with PGS, City staff and the Council Waste Management Committee to discuss the Rate Review and reach consensus on the proposed rate structure. Task 4: Rate Implementation Task 4.1 Draft Compensation Report R3 will prepare a Draft Compensation Report for review by City staff and Council Waste Management Committee that incorporates the results of the work performed in Tasks 1-3. The draft report will detail the initial findings and conclusions of the Rate Review. The report will also include an explanation of any recommended adjustments to stated costs and revenues, projections, etc. that were used in the rate model. Finally, the calculated return on equity and recommended compensation will be presented. R3 anticipates that the Draft Compensation Report will include the following sections: • Introduction; • Methodology; • Findings, conclusions and recommendations of the Review; and • Recommendations on rate review methodologies to be considered by the City.
