Section 18. Promotion <br /> <br />Promotional or open-promotional examinations may be <br />conducted whenever in the opinion of the Personnel <br />Officer the needs of the service require. Only <br />employees who meet the requirements set forth in the <br />examination announcements may compete in promotional <br />examinations. <br /> <br />Insofar as consistent with the best interests of the <br />service all vacancies in the competitive service shall <br />be filled by promotion from within the competitive <br />service after a promotional examination has been given <br />and a promotional list established. <br /> <br />Upon completion of all promotional testing, the names of <br />the persons having the highest three (3) scores on the <br />eligibility list shall be submitted to the department <br />head for his/her consideration. <br /> <br />An employee meeting the minimum qualifications may be <br />temporarily promoted to an authorized position on an <br />"acting" basis. The employee temporarily promoted shall <br />be compensated at the pay rate for the position he/she <br />is filling, until such time as the position is filled on <br />a permanent basis or he/she returns to his/her previous <br />position. <br /> <br />If, in the opinion of the Personnel Officer, a vacancy <br />in the position could be filled better by an <br />open-competitive examination instead of promotional <br />examination, he/she shall arrange an open-competitive <br />employment list. <br /> <br />Section 19. Transfer <br /> <br />An employee may be transferred by the Appointing <br />Authority to a comparable position. For purposes of <br />this section a comparable position is one with the same <br />maximum salary, involving the performance of similar <br />duties and requiring substantially the same minimum <br />qualifications. <br /> <br />If the transfer involves a change from one department to <br />another both department heads must consent thereto <br />unless the City Manager orders the transfer for purposes <br />of economy and efficiency.
