<br />ATTACHMENT 8 <br /> <br />PREV-539, Dave Johnson/Homc Depot <br />Work Session to review and receive comments on an application for a preliminary rcview <br />to construct a Homc Depot storc, three multi-tcnant retail buildings, one drive-through <br />rcstaurant, and onc self-scrvicc gasoline station and convcnience markct, totaling <br />approximately 181,904 squarc feet in floor area, on a vacant 14.7-acrc site in located at the <br />southeast corner of Stanlcy Boulevard and Bernal A vcnuc in the Stanley Business Park <br />Zoning for thc property is PUD-C (Planncd Unit Dcvelopment - Commercial). <br /> <br />Ms. Decker summarized the staff report and detailed the layout and background of this <br />application. She noted that the noticing radius for this project far exceeded the requirements. <br />She emphasized that the displayed site plan did not ref1ect any agreements or decisions rcgarding <br />the road or traffic modeling or analysis; staff was still working on the preliminary traffic impacts. <br />Staff would like to hear tj'om the Commission to determine if the uses are supported by the <br />Commission to have the Home Depot and this retail use at this corner, to examine the eirculation <br />of the site, and to examine the arehitecture. Staff found that the arehitecture on the corner was <br />quite pleasing. Staff would like to hear the Commission's opinion on the tower elements and <br />whether the buildings should be separated more. Staff noted that parking was more than <br />adequate according to Code; however, the applicant has requested more parking onsite. The <br />drive-through restaurant was not anticipated to be a fast food rcstaurant. She noted that traffic <br />circulation and ingress/egress issues were critical to the plan. <br /> <br />Commissioner Roberts noted that in-depth analysis of traffie-intensive uses may be required as <br />business permits have been pulled and inquired whether the traffic situation may be re-examined <br />if a new use, such as a restaurant, comes in that would place stress on the existing parking <br />capacity. Ms. Decker confirmed that a caveat is provided that the traffic situation would be <br />re-examined when projects with identified uses come before the City. <br /> <br />In response to an inquiry by Commissioner Roberts regarding whether RFC LoneStar may no <br />longer use the interehange to go to Busch Road/El Charm North, which would remove 650 trips <br />fj'om the intersection. Mr. Roush confirmed that was the case. !-Ie added that while the decision <br />was not final, an arbitrator ruled that there is an alternate route for the LoneStar traffic to access <br />1-580. I-Ie expected that deeision to become tinal within approximately 45 days. <br /> <br />Commissioner Maas disclosed that she had met with the applicant, Mr. Knoedler. <br /> <br />Commissioner Roberts advised that she had also met with Mr. Knoedler. <br /> <br />Commissioner Fox advised that she had also met with Mr. Knoedler and with Mr. Russman tj'om <br />the synagogue. <br /> <br />Chairperson Arkin advised that he had met with Mr. Knoedler. <br /> <br />In response to an inquiry by Chairperson Arkin regarding the type of CEQA process that would <br />be used for the project, Ms. Decker replied that through the initial study process, staff had not yet <br />determined whether an ErR or negative declaration would be used.
