<br />Karen Pace, 4143 Peregrine Way, believed the recent election showed a divided Pleasanton and <br />that traffic congestion was pitting one neighborhood against another. She did not oppose the <br />project in and of itself but believed that the traffic issues must be resolved before more traffic <br />problems were generated. She believed that Valley Avenue was the worst stretch between Santa <br />Rita Road and Stanley Boulevard in Pleasanton. She was surprised to find this project would <br />cause worse traffic for Kolin Street and Valley A venue than Santa Rita Road and Valley A venue. <br />She also had traffic problems outside of peak hours and believed that must be studied and <br />addressed. She anticipated worsening of noise in early mornings, especially when large <br />lumbertrucks start passing down Valley Avenue. She was concerned about customers renting <br />their own trucks to buy materials and noted that local users would have frequent trips during the <br />weekend, often several times per day. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />In response to an inquiry by Commissioner Blank regarding the square footage of the Johnson <br />Drive store, Acting Chairperson Fox noted that it was 101,880 square feet. <br /> <br />In response to an inquiry by Commissioner Pearce regarding the rationale of building a Home <br />Depot over other projects, Mr. Knoedler replied that his company specialized in grocery and <br />anchor stores. They had considered Whole Foods, which did not pan out, and Home Depot had <br />contacted them after performing a market study and wished to serve this area of Pleasant on. <br />They had contacted Andronico's, but they have been closing some stores in the region. <br /> <br />Acting Chairperson Fox expressed concern about the noise generated from the large flatbed carts <br />in the parking lot, especially in the early morning. Mr. Coda noted that the conditions of <br />approval restricted their delivery hours to the same as the store hours. <br /> <br />Ms. Decker noted that Condition No. 28 stated that no truck deliveries would be allowed <br />between 10:00 p.m. and 6:00 a.m. <br /> <br />Mr. Coda noted that Home Depot scheduled deliveries, and Home Depot or outside vendors <br />would not be allowed in until the allowed hours. The vendors would realize that they needed to <br />adhere to the delivery schedule. <br /> <br />Mr. Knoedler noted that the data gathered validated their existing conditions traffic model, which <br />would then be projected into the future, including all known approved projects as defined by City <br />staff. They then determined all project site-specific trips and how they will be an origin or a <br />destination for that trip. He noted that the numbers on page 12 of the staff report were meant to <br />synthesize all the trips on main, minor arterial, and collector streets throughout Pleasanton into a <br />manageable form. <br /> <br />In response to an inquiry by Acting Chairperson Fox regarding traffic routing, Mr. Knoedler <br />replied that they assigned specific residential areas that would produce a trip to Home Depot and <br />that those areas change throughout the City. <br /> <br />EXCERPTS: PLANNING COMMISSION MINUTES, December 13, 2006 <br /> <br />Page 10 of 16 <br />
