Therefore, this would be catego- <br />rized as no-impact. <br /> <br />8. HYDROLOGY AND WATER QUALITY <br /> <br />Environmental Setting <br /> <br />The subjcct property is vacant and relatively t1at. Surrounding propertics and uses include Stanley Bou- <br />levard and the Union Pacific Railroad to the north, a variety of commercial!industrial! service uses to the <br />west, the P.G. & E, substation to the east, and the Templc Beth Emek Synagogue to thc south. At its <br />closest point, the Arroyo Del Valle is approximatcly 200 feet from its northernmost bank to the site. <br /> <br />The National Pollutant Discharge Elimination System (NPDES) was established in the Clean Water Act <br />to regulatc municipal and industrial discharges to surface watcrs of the U.S, Non-point sourccd diffuse <br />and originate over a wide arca rather than from a definable point.
