The public improvements, landscaping, and buildings covered by this approval <br />shall be constructed/installed substantially as shown on the development plans, <br />Exhibit "A", dated" Received December 5, 2006, 2006" on file with the Planning <br />Department, except as modified by the following conditions. The Planning <br />Director may allow minor changes to the plans, upon a determination that such <br />changes do not constitute a project under the California Environmental Quality <br />Act (CEQA). <br /> <br />2. Any proposed phasing on the remaining portions of this development, including <br />construction staging, shall be stated on the building permit plan set and shall <br />include a narrative explaining the proposed phasing. Unless the Planning <br />Director approves a phasing plan, the project developer shall complete all on-site <br />improvements at one time, including all improvements around future building <br />pads. All remaining pad areas shall be planted with turf material and shall be <br />watered and kept in a neat and weed-free manner at all times. <br /> <br />3. If a phasing plan is approved, the project developer shall construct the urban <br />stormwater runoff mitigation measures for the entire development with the first <br />construction phase. This includes the perimeter bio-swale areas, driveway <br />accesses, separated public sidewalks with street trees and irrigation, public <br />infrastructure including intersection improvements, etc. <br /> <br />4. The project developer shall be responsible for the following and shall make the <br />necessary changes to the plans covered by this approval: <br /> <br />a. Install a 10-foot wide sidewalk/bike path along the Stanley Boulevard <br />project frontage and an 8-foot wide sidewalk/bike path along the Bernal <br />Avenue project frontage, with a 5-foot wide planter strip separating the <br />sidewalk/bike path from the street. This planter shall be landscaped and <br />maintained by the property owner or by the property owner's association if <br />the project covered by this approval is subdivided. The location and <br />design shall be reviewed and approved by the Planning Director prior to <br />submittal for building permits. <br />
