catch basins, and manhole covers. An advantage of using rubberized asphalt for a
newly constructed structural section of roadway is the expected increase in longevity of
the roadway section compared to conventional asphalts. While actual design lives have
not been determined for rubberized asphalts, the life cycle is conservatively estimated
to add 3-5 years to the life of the pavement. However, this project is not a replacement
of a new pavement section, but a 2" overlay over an existing 4" conventional asphalt
section, and therefore the expected additional life added is unknown. In comparing the
costs for the two sound attenuating pavements, the contractor's cost for the 2"
rubberized asphalt is $115.00 per ton of asphalt verses $87.00 per ton for the open
graded mix asphalt concrete. Based on the anticipated quantities, the increase in cost
to install rubberized asphalt instead of open graded asphalt is $120,000. As a means to
offset some of the increased cost over conventional asphalt, the City applied for and
was successful in obtaining a grant from the Integrated Waste Management Board in
the amount of $6,750. This would reduce the increased costs for rubberized asphalt
from $120,000 to $113,350. However, due to the increased costs, the limited benefits
for extending the pavement life cycle, and essentially the same noise reduction
properties as open graded mix asphalt, the rubberized asphalt alternative is not
recommended. Therefore, staff recommends the use of open graded mix asphalt as the
pavement of choice for sound attenuating pavement.
Bid Opening
Sealed bids for this project were opened on December 12, 2006. There were a total of
three bids received, which ranged from $1,681,788.98 to $1,985,093.50. The
engineer's estimate for the project was $1,600,000.00. The low bid of $1,681,788.98
was received from O'Grady Paving Incorporated. All bid documents were found to be in
order. Past work performed by said contractor was verified to be satisfactory.
BUDGET
Funding
Landscape Median Improvements, CIP No. 048051 $390,000.00
Vineyard Avenue Median Streetscape Improvements, CIP No.
055031 (from Annual Resurfacing Projects) $870,000.00
Recommended transfer from CIP No. 055003 (Annual Street
Resurfacing $46,086.00
Recommended transfer from CIP No. 065003 (Annual Street
Resurfacing) $796,521.00
Total $2,102,607.00
Estimated Expenditures
Construction Contract $1,681,788.98
Engineering $138,550.00
Surveying Services $20,000.00
Geotechnical Services $10,000.00
Contingency (15%) $252,268.02
Total $2,102,607.00
